Invitation for Rebidding

1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Southern Punjab Basic Urban Services Project (SPBUSP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.

2.    The Local Government and Community Development Department of Punjab, through Project Coordinator, SPBUSP invites sealed bids for the Construction of Wastewater Stabilization Ponds at Suraj Miani, Multan ("the Works"), from eligible bidders having vast experience, sound financial position, and adequate resources of manpower and equipment who can undertake works costing over one million US dollars. Domestic bidders are required to be registered with Pakistan Engineering Council (PEC) in Category C-1.

LOT 2 WORKS

  • Construction of Anaerobic Ponds 100x40 Meter Size = 08 Nos.
  • Construction of Facultative Ponds 150x60 Meter Size = 16 Nos.
  • Screening Chamber 10x7 Meter Size i/c Screen and Sluice Gate By Pass Channel and Katcha outfall Sullage Carrier = 2500 Meter long.
  • Earth excavation, cement concrete and brick work, clay and brick lining, providing and laying of Glass Reinforced Plastic Pipe 450mm inner dia, tree Plantation for Buffer Zone, installation of inspection well = 4 Nos., and Inlet and outlet channels.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of the ADB.

4.    Post qualification criteria will include several requirements on financial capacity, technical capability and works experience of which some are listed below: i. Minimum average annual turnover from construction business (Public Health Engineering Works) over the last three years of US$ 1.0 million, verifiable from the Income Tax Department. ii. Carried out at least 2 similar projects with a value of at least US$0.5 million each, duly certified by the employer/department that the projects were completed in time and stated quality. The contract completion period will be ten (10) months.

6.    To purchase the bidding documents in English, eligible bidders should:

  • write to above address requesting the bidding documents for Contract No. ICB-WWTP-CIV-MUL-01 (Lot # 2) for Construction of Wastewater Stabilization Ponds at Suraj Miani, Multan.
  • pay a non-refundable fee of Rs7,000 or US$100 for the contract by Bank draft or Pay Order issued by a scheduled Bank in favor of Project Coordinator, SPBUSP.

7. Deliver your bid:

  • to the address above on or before 12:00 Noon on 30 August 2008.
  • together with a Bid Security of 2% of the Bid Price in the form specified in Clause 19 of the Bidding Document.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

8.    The Project Director, SPBUSP will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.

9.    When comparing bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Documents.
