1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the NWFP Road Development Sector and Subregional Connectivity Project. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of the ADB.
2. The Frontier Highway Authority now invites sealed bids for the construction of the following road packages:

3. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure. Domestic contractors must be registered with the Pakistan Engineering Council (PEC) for contracts on a C-1 No Limit Basis. The awarded foreign contractor shall be required to register with PEC after the finalization and signing of the contract.
4. Only eligible bidders with the following qualifications should participate in this bidding:
- should have a positive net worth in the last three years for each
applicant and each partner of a joint venture
- minimum average annual construction turnover for the last three years

6. To purchase the bidding documents in English, eligible bidders should:
- write to address above from 20 June 2007 to 2 August 2007.
- pay a non-refundable fee of Rs 10,000 or US$160 by demand draft or pay order payable to the Consultants M/s Associated Consultancy Centre, Islamabad. For an additional fee of Rs3,000 (domestic delivery) or US$ 200 (overseas delivery), the documents will be sent by courier services.
7. Deliver your bid:
- to the address above
- on or before the deadline: 12:00 am on 8 August 2007
- together with a Bid Security of 2% of the Total Bid Price in any of the following forms: an unconditional bank guarantee, an irrevocable letter of credit; or deposit call/pay order.
8. Bids containing the technical proposals and financial proposals will be received at the address above until 1200 hours on 8 August 2007. Evaluation of the technical proposals will be done by the Employer's Committee and the financial proposals of the bidders who meet the technical and financial capacity will be opened at 1200 hours on 30 August 2007.
9. The Frontier Authority will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
