Invitation for Bids

Contract No.: AJKED/MSRIP/02/2008: Procurement of Material for 11/0.4 kV Power Distribution Lines

1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Multi sector Rehabilitation and Improvement Project for Azad Jammu and Kashmir (MSR&I PROJECT - AJK), and it intends to apply part of the proceeds of this loan to payments under the contract No. HS.3 for the procurement of Electromedical equipment for DHQ Hospitals. ADB and the Government of AJK will jointly finance the contracts. The eligibility rules and procedures of the ADB and Government of AJK will govern the bidding process.

2.    The Director General Health AJK Muzaffarabad now invites sealed bids from eligible bidders for the supply of the following Lots:

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage:One-Envelope Bidding Procedure and is open to all bidders from ADB member countries. The bidders will submit bids in one envelope containing the price proposal and the technical proposal. The goods and related services are grouped in lots. Bidders shall have the option of submitting bids for one, any combination, or all of the lots. Lots shall not be further sub divided for the purpose of bidding.

4.    Interested eligible bidders may obtain further information from the Sector Coordinator Health, MSR&I Project AJK, Directorate General Health Office Muzaffarabad and inspect the Bidding Documents at the address given below from 11:00 am to 1:00 pm.

5.    To purchase the Bidding Documents in English, bidders should:

  • submit a written application to the address below;
  • pay a non-refundable fee of Rs.3,000. The method of payment will be cash payment to the cashier of the project or through a bank draft or pay order in favor of Sector Coordination Health MSRIP, Muzaffarabad AJK. The documents will be sent by courier services. No liability will be accepted for loss or late delivery.

Bid documents will be issued on submission of a copy of Sales Tax Registration Certificate or in case of foreign bidders an equivalent document.

6.    Bids must be delivered:

  • to the address below
  • on or before 11:30 AM on 18 July 2008.

All bids must be accompanied by a bid security of 2% equivalent of the value of bid in the shape of a certified cheque, a letter of credit or a bank guarantee from a reputable bank. Late bids shall be rejected. Bids will be opened in the presence of bidder's representatives who choose to attend at the address below at 12:00 Noon on 18 July 2008.

7.    The Director General Health AJK will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.    Conditions/Requirements:

  • Shall produce the Manufacturer's Authorization letter.
  • Origin of Electro medical Equipment offered must be from an ADB member country.
  • The bids shall have validity period of at least 90 days.
  • Conditional bids shall not be entertained.
  • All taxes and duties must be mentioned separately.
  • The competent authority reserves the right to accept or reject any or all bids without assigning any reason.
  • Unit price as well as lot price must be mentioned.
  • Electromedical Equipment are to be delivered at mentioned site.
  • Number of Electromedical Equipment can be increased or decreased by 25%.
  • DB's Single-Stage One Envelope procedures will be adopted.

9.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
