1. This Invitation for Bids follows the General Procurement Notice for this project which appeared in the adb.org on 7 January 2006.
2. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of the Earthquake Emergency Assistance Project and it intends to apply part of the proceeds of the loan to eligible payments under the contract named above.
3. The Azad Jammu and Kashmir (AJK) Electricity Department now invites sealed bids from eligible Bidders from member countries of the ADB for the procurement of the following:
Energy meters, single phase AC, 10/40 Amp, 240 volts, 50Hz, Accuracy Class 2, duly housed in polycarbonated cover as per WAPDA specification DD-S-22/2005 (amended to date with magnetic bearing and brass gear), 77284 units

4. International competitive bidding will be conducted in accordance with ADB's Single Stage: One Envelope bidding procedure and is open to Bidders from eligible source countries.
5. Interested eligible Bidders may obtain further information from AJK Electricity Department and inspect the Bidding Document at the address given below from 8:30 am to 2:30 pm during working days.

6. To purchase the Bidding Document in English, eligible bidders should:
- write to the address above
- pay of a non-refundable fee of Rs5,000 or an equivalent amount in a freely convertible currency. The method of payment will be by cash or bank draft.
The document will be sent by mail. No liability will be accepted for loss or late delivery
7. Bidders should submit their bids:
- to the address below
- at or before 10:00 am on 6 February 2007
- together with a Bid Security of not less than 2% of the Total Bid Price in local currency or an equivalent amount in a freely convertible currency
Late Bids shall be rejected.
8. Bids will be opened at 11:00 am on 6 February 2007 in the presence of the bidders' representatives who choose to attend at the address given below.
9. The AJK Electricity Department will not be responsible for costs or expenses incurred by Bidders in connection with the preparation or delivery of bids.
10. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document
