Invitation for Bids

1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan will be used for payments under the contract named above. Bidding is open to all bidders from eligible source countries of ADB.

2.    The Chief Engineer (R) EEAP, AJK now invites sealed bids from eligible bidders for the Construction of Abutments for Steel Bridges, Assembling and Launching of Steel Bridges supplied by Mabey & Johnson Ltd in five lots comprising of 8 bridges as per following details:

Lot 1 (1 Bridge), Lot 2 (3 Bridges), Lot 3 (2 Bridges), Lot 4 (1 Bridge), Lot 5 (1 Bridge)

3.    National Competitive Bidding will be conducted in accordance with ADB's Single-Stage:Two-Envelope Bidding Procedure. A joint venture is qualified for the contract. The successful bidder shall provide proof of its registration, under the law, with Pakistan Engineering Council before signing the Contract.

4.    Only eligible bidders having the following qualifications should participate in the bidding:

• Should have a minimum average annual construction turnover mentioned below for each lot, calculated as total certified payments received for contracts in progress or completed, within the last three years.

  Lot 1 (PKR 63 million), Lot 2 (PKR 182 million), Lot 3 (PKR 125 million), Lot 4 (PKR 40 million), Lot 5 (PKR 65 million)

• Participation as contractor, management contractor, or subcontractor, in at least two contracts within the last five (05) years, that have been successfully or are substantially completed and that are similar to the proposed works, each with at least the value mentioned below.

  Lot 1 (PKR 08 million), Lot 2 (PKR 97 million), Lot 3 (PKR 17 million), Lot 4 (PKR 05 million), Lot 5 (PKR 09 million)

• write to address above requesting the issuance of Bidding Documents for Contract Construction of Abutments for Steel Bridges, Assembling and Launching of Steel Bridges supplied by Mabey & Johnson Ltd.
• pay a non-refundable fee of PKR 5,000 per lot by cash/pay order/bank draft in favour of Chief Engineer (R ) EEAP AJK.

7.    Deliver your bid:

• to the address above
• on or before 4 July 2008 at 12:30 hours
• together with a Bid Security as mentioned below or an equivalent amount in a freely convertible currency amount in a freely convertible currency in favour of Chief Engineer (R ) EEAP AJK.

8.    Pre-bid Meeting will take place on 26 June 2008 at 12:30 hrs, at the address above.

9.    Technical Bids will be opened immediately after the deadline for submission of bids in the presence of bidders' representatives who choose to attend.

10.    When comparing Bids, ADB's Domestic Preference will not be applied.
