Invitation for Bids

Contract No.: 1-lCB-1S2E-Transport Rehabilitation and Widening of Earthquake Affected Alpuri - Besham Section of National Highway (N-90) in District Shangla, NWFP (Lot-I & II)
Deadline for Bids :4 November 2008, 1130 Hours

1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible countries of ADB.

2.    The National Highway Authority (NHA) now invites sealed bids from eligible bidders for the Rehabilitation and Widening of Earthquake Affected Alpuri - Besham Section of National Highway (N-90) in District Shangla, NWFP. This sub-project comprises of following two lots:

1. Lot-I Section (Km 00+000 to Km 17+015)
2. Lot-II Section (Km 17+015 to Km 33+267)

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure. A joint venture is qualified for the contract. The successful bidder shall provide proof of its registration, under the law, with Pakistan Engineering Council before signing the Contract.

4.    Only eligible bidders with the following qualification should participate in the bidding:

  • has completed at least 2 similar projects, each with a value of minimum equivalent of US$ 6.2 million for Lot-I and US$ 5.8 million for Lot-II, during the last 5 years;
  • has an average annual turn over of minimum equivalent of US$ 11.7 million for Lot-I and US$ 10.9 million for Lot-II during the last 5 years; and

6.    To purchase the Bidding Documents in English, eligible bidders should:

  • write to address above requesting the issuance of Bidding Documents for Contract:
    Rehabilitation and Widening of Earthquake Affected Alpuri - Besham Section of National Highway (N-90) in District Shangla, NWFP
    1. Lot-I Section (Km 00+000 to Km 17+015)
    2. Lot-II Section (Km 17+015 to Km 33+267)
  • pay a non-refundable fee of PKR 10,000 per lot by pay order/bank draft in favor of General Manager (P&CA), National Highway Authority. Bidders shall have the option to purchase the Bidding Documents for any or both lots.

7.    Bidders may submit bids for one or both lots. The bids shall be evaluated in light of evaluation and qualification criteria for respective lots (in case of bid in one lot) or the aggregate requirements of both lots (in case of bid in both lots).

8.    Deliver your bid:

  • to the address above;
  • on or before 11:30 hrs on 4 November 2008;
  • together with a Bid Security of PKR 6,000,000 for each lot or an equivalent amount in a freely convertible currency in favor of General Manager (P&CA), National Highway Authority.

9.    A pre-bid meeting will be held on 18 October 2008 art 11:30 hrs in the office of The General Manager (P&CA) National Highway Authority 27, Mauve Area, G-9/1 Islamabad. The Bidders are advised to visit the site before attending the pre-bid meeting.

10.    Technical Bids will be opened immediately after the deadline for submission of bids in the presence of bidders' representatives who choose to attend.

11.    When comparing Bids, ADB's Domestic Preference will be applied in accordance with the provisions stipulated in the bidding documents.

12.    The NHA shall award the contract(s) separately on the basis of least cost combination.
