Invitation for Bids

1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB. The eligibility rules of ADB will govern the bidding process.

2.    The Chief Engineer EQAA Works and Services Department Government of NWFP, Mansehra now invites sealed bids from eligible bidders for Rehabilitation and Reconstruction of Kandia Valley - Kalam Road Length (33 km) in District Kohitsan, NWFP.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage:Two-Envelope Bidding Procedure. A joint venture is qualified for the contract. The successful bidders will provide proof of registration, under the law, with Pakistan Engineering Council before signing the Contract.

4.    Only eligible bidders having the following qualifications should participate in the bidding:

• has completed at least two similar projects, each with a value of minimum PKR 300 million or equivalent during the last five years, and
• has an average annual construction turn over of minimum PKR 570 million equivalent during the last three years.

6.    To purchase the bidding documents in English, eligible bidders should:

• Write to address above requesting the issuance of bidding documents for Contract: Rehabilitation and Reconstruction of Kandia Valley - Kalam Road Length (33 km) in District Kohitsan, NWFP
• Pay a non-refundable fee of PKR 10,000 (US$167) by cash/pay order/bank draft in favor of Deputy Director-IV EQAA Works and Services Department Beesham Government of NWFP

7.    Deliver your bid:

• To the address above
• On or before the deadline: 26 May 2008 at 11:30 hrs
• Together with a Bid Security of PKR 7,500,000 (US$ 125,000) or an equivalent amount in a freely convertible currency in favor of Deputy Director-IV EQAA Works and Services Department Beesham Government of NWFP

8.    Pre-bid meeting will be held on 19 May 2008 at 10:00 hrs

9.    Technical Bids will be opened immediately after the deadline for submission of bids in the presence of bidders' representatives who choose to attend.

10.    When comparing Bids, ADB's Domestic Preference will be applied in accordance with the provisions stipulated in the bidding document.
