Invitation for Bids

Contract No.:1.1- Pre-Engineered (Light Gauge Cold Formed Galvanized Steel) Structure for 121 Schools (Primary, Middle & High Schools) in Shangla and Batgram Districts, NWFP
Deadline for Bids :31 May 2008, 11:30 a.m.

1.    The Islamic Republic of Pakistan has received a loan and a grant from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan and grant will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Chief Engineer (EQAA, W&S) on behalf of the Education Department Government of NWFP now invites sealed bids from eligible bidders for the construction and completion of Pre-engineered Structure (Light Gauge Cold Formed Galvanized Steel Structures) for 121 schools [Primary, Middle & High Schools] in Shangla and Batgram Districts, NWFP, divided in 4 Lots (Lot 1A to 1D).

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage:Two-Envelope Bidding Procedure. The facilities are to be provided at isolated sites in Shangla and Batgram Districts, NWFP in Pakistan which would involve transportation of the Pre-engineered Structures for Seismic design of structure for each school in hilly and remote areas. A joint venture (JV) is qualified for the contract. In case of a JV, it must collectively satisfy the prescribed qualification criteria in the Bidding Document. The successful bidder, whether as a sole firm or as JV, shall provide proof of its registration under the Law, with Pakistan Engineering Council (PEC) before signing the Contract.

4.    Only eligible bidders with the following qualifications should participate in this bidding:

  • has completed at least 1 contract, per Lot, within the last 5 years, with a value of at least US$1.30 million equivalent for Lot 1A, , US$2.60 million equivalent for Lot 1B, US$2.40 million equivalent for Lot 1C; and US$1.75 million equivalent for Lot 1D ;
  • has designed, supplied and installed at least one similar Facility, per Lot, during the last five years; and
  • has a minimum average annual turnover of US$ 2.50 million equivalent for Lot 1A, US$ 5.25 million equivalent for Lot 1B, US$ 4.85 million equivalent for Lot 1C and US$ 3.50 million equivalent for Lot 1D during the last three years.

6.    To purchase the bidding documents in English, eligible bidders should:

  • write to address above requesting the bidding documents for Contract No 1.1-Pre-engineered (Light Gauge Cold Formed Galvanized Steel) Structure for 121 schools [Primary, Middle & High Schools] in Shangla and Batgram Districts, NWFP. Bidding Documents can be obtained till one week before the deadline for submission of Bids.
  • pay a non-refundable fee of PKR 4,000 or equivalent amount in a freely convertible currency only through pay order/bank draft in favour of NESPAK.

Bidding documents will be sent by courier at the address indicated by the prospective bidders. The prospective bidder shall add the cost of courier service into the non-refundable fee for purchase of bid document. No liability will be accepted for loss or late delivery.

  • together with a Bid Security of PKR 1,500,000 or an equivalent amount in US$ for Lot 1A, PKR 3,000,000 or an equivalent amount in US$ for Lot 1B, PKR 3,000,000 or an equivalent amount in US$ for Lot 1C; and PKR 2,000,000 or an equivalent amount in US$ for Lot 1D in a freely convertible currency in favour of Education Department Government of NWFP through Chief Engineer (EQAA, W&S).

Technical Bids will be opened immediately after the deadline in the presence of bidder's representatives who choose to attend.

8. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
