Invitation for Bids

1.     The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Earthquake Emergency Assistance Project (EEAP). Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Chief Engineer (Reconstruction) EEAP, AJK now invites sealed bids from eligible bidders for the Rehabilitation and Reconstruction of Dheerkot-Arja-Tain Cross Road (23 km), AJK.

3.    International Competitive Bidding (ICB) will be conducted in accordance with ADB's Single-Stage:Two-Envelope Bidding Procedure. A joint venture is qualified for the contract. The successful bidder shall provide proof of its registration, under the law, with Pakistan Engineering Council before signing the contract.

4.    Only eligible bidders having the following qualification should participate in the bidding:

• has completed at least two projects, each with a value of minimum US$ 5.6 million equivalent during the last five years, and
• has an average annual construction turn over of minimum US$ 10.5 million equivalent during the last three years

6.    To purchase the bidding documents in English, eligible bidders should:

• write to address above requesting the issuance of bidding documents for the Contract: Rehabilitation and Reconstruction of Dheerkot-Arja-Tain Cross Road (23 km), AJK;
• pay a non-refundable fee of PKR 15,000 (US$ 250) by cash/pay order/bank draft in favor of Chief Engineer (R) EEAP GoAJK

7.    Deliver your bid:

• to the address above
• on or before 3 June 2008 at 1200 hrs
• together with a Bid Security of PKR 8,780,000 (US$ 146,333) in a freely convertible currency in favor of Chief Engineer (Reconstruction) EEAP, AJK

8.   Pre-bid meeting will take place on 26 May 2008 at 1200 hrs at the above address.

9.    Technical Bids will be opened immediately after the deadline for submission of bids in the presence of bidders' representatives who choose to attend.

10.    When comparing Bids, ADB's domestic preference will be applied in accordance with the provisions stipulated in the bidding documents.
