1. This Invitation for Bids follows the General Procurement Notice for this project which appeared in the adb.org on 7 January 2006.
2. The Islamic Republic of Pakistan has received a loan and grant from the Asian Development Bank (ADB) towards the cost of the Earthquake Emergency Assistance Project and it intends to apply part of the proceeds of the loan to eligible payments under the contract named above. Bidding is open to eligible bidders from eligible source countries of ADB and bidders from countries eligible for procurement under European Commission regulations.
3. The Earthquake Reconstruction and Rehabilitation Authority (ERRA) now invites sealed bids from eligible bidders for the construction and completion of Pre-engineered Structure (Light Gauge Cold Formed Galvanized Steel Structures) for 40 Middle Schools in Poonch District, AJ&K.

4. Only eligible bidders with the following key qualifications should participate in this bidding:
- has completed at least three turnkey contracts, each with a value of minimum US$ 5.1 million equivalent, during the last seven years;
- has designed, supplied and installed at least three similar facilities, during the last seven years; and
- has an average annual turn over of minimum US$ 8.6 million equivalent during the last three years.
For joint venture, the lead partner must meet at least 40% of the qualifying criteria given in the Bidding Document and the successful bidder shall provide proof of its registration under the law with Pakistan Engineering Council before signing the contract.
5. International competitive bidding will be conducted in accordance with ADB's Single- Stage: Two-Envelope bidding procedure and is open to bidders from eligible source countries.

7. To purchase the Bidding Document in English, eligible bidders should:
- write to the address above
- pay of a non-refundable fee of PKR2,500 or an equivalent amount in a freely convertible currency. The method of payment will be by pay order or bank draft
in favor of NESPAK.
An additional fee will be paid for the cost of courier services. No liability will be accepted for loss or late delivery.
8. Bidders should submit their bids to the address below at or before 11:30 am; 10 September 2007 together with a Bid Security of PKR5,800,000 or an equivalent amount in a freely convertible currency. Late Bids shall be rejected.
9. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address given below.
10. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document
