Invitation for Bids

Contract No.:ADB-12-2007 For Civil Works, Erection, Testing And Commissioning of A.I.S. Portion of 220 kV Wapda Town Grid Station, Lahore
Deadline for Bids: :17 September 2007

1. The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) toward the cost of Power Transmission Enhancement Investment Program, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

2. The National Transmission and Dispatch Company (NTDC), the Employer now invites sealed bids from eligible bidders for the civil works, erection, testing and commissioning of AIS portion of 220kV WAPDA Town Grid Station, Lahore.

3. Only eligible bidders with the following key qualifications should participate in this bidding:
  • At least 5 years experience of construction of 220 kV or higher voltage Grid Stations. As contractor or as a subcontractor completed at least one or more contract(s) within the last ten years, each with a value of at least US$2.5 million or more that have been successfully completed and that are similar to the proposed works, which have been in operation satisfactorily for at least three years or more and is still in operation. The project similarity shall be based on the physical size, complexity, methods, technology, or other characteristics.
  • The contractor should have sound financial status. The difference between cash in hand and short term liabilities should be adequate enough for smooth execution of this project.
  • Should have qualified civil, electrical engineers, and finance managers.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding procedure and is open to all bidders from eligible source countries.

5. To purchase the bidding documents in English, eligible bidders should:
  • write to address above
  • pay a non-refundable fee of 6,000 Pak Rs. or US$100 by bank draft from any scheduled bank of Pakistan in favor of Chief Engineer (EHV) NTDC, with the address above.
  • The documents may be collected in person or may be sent by express airmail. For an additional fee of Rs.3000 for domestic delivery or US$ 50 for overseas delivery, the documents may be sent through courier services. No liability will be accepted for loss or late delivery.
6. Deliver your bid:
  • to the address above
  • on or before the deadline: 17 September 2007
  • together with a Bid Security of Pak Rs.3 million or US $ 0.05 million

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Late Bids shall be rejected.

9. In the comparison of bids, ADB's Domestic Preference scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
