Invitation for Bids

1.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of Power Transmission Enhancement Investment. A part of this loan will be used for Construction of 220kV Grid Station. Bidding is open to bidders from eligible source countries of ADB.

2.    The National Transmission and Dispatch Company, NTDC ("the Employer") invites sealed bids from eligible bidders for the Procurement of 220 kV Gas Insulated Switchgear Plant - Design, Supply, Installation at WAPDA Town, Lahore, Pakistan.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure and is open to all Bidders from eligible source countries of the ADB.

4.    Only eligible bidders with the following key qualifications should participate in this bidding:

• The contractor/bidder (individual firm/joint venture) must have at least five (5) years or more experience in supply, installation, testing & commissioning of 220 kV or higher voltage G.I.S substations with major equipment like circuit breakers, instrument transformers, disconnectors, etc. and should have supplied and commissioned at least three (3) substations of similar or higher voltage to the proposed plant and services on turnkey basis and such substations shall have been operating successfully for at least three (3) years.
• The contractor should have sound financial status. The difference between cash in hand and short term liabilities should be adequate enough for smooth execution of this project.

6.    To purchase the bidding documents in English, from 31 August 2007, eligible bidders should:

• write to the address above requesting the bidding documents No. ADB-04-2007 for Procurement of 220 kV Gas Insulated Switchgear Plant - Design, Manufacture, Supply, Installation, Testing and Commissioning at WAPDA Town, Lahore, Pakistan.
• submit of a written application to the address above and upon payment of a non-refundable fee of 6,000 Pak Rs. or US$ 100- by Bank Draft from any Scheduled Bank of Pakistan in favor of Chief Engineer (EHV) NTDC, 34-Industrial Area Gulberg-III Lahore (Pakistan) the documents may be collected in persons or may be sent by express airmail.
• for an additional fee of Rs3,000 for domestic delivery or US$50 for overseas delivery, the documents may be sent through courier service, in such a case no liability will be accepted for loss or late delivery.

7.    Deliver your bid:

• to the address given above
• on or before 17 October 2007, 02:00 pm
• together with a Bid Security amounting Pak Rs.15 million or US$0.25 million

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. Late Bids shall be rejected.

8.    When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
