Invitation for Bids

Contract No.:Tender Package No. ADB-50-2009 for Procurement of Grid Station Hardware
Deadline for Bids :11:00 am on 1 December 2009

1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on 27 October 2006.

2.    The Islamic Republic of Pakistan has received a loan from the Asian Development Bank (ADB) towards the cost of procurement of grid station hardware and part of the proceeds of this loan will be used for payments under the contract named above.

3.   The National Transmission and Dispatch Company (NTDC) (the Employer) invites sealed bids from eligible bidders for procurement of grid station hardware in Ten (10) Lots:

Lot I - Strings, Connectors, Aluminum Pipe, Earth Fitting
Lot II - Aluminum Conductor and Earth Wire 9mm
Lot III - Control and Power Cable, Termination Kits
Lot IV - Gantries
Lot V - Earthing Material
Lot VI - Station Batteries
Lot VII - Batteries Chargers
Lot VIII - Pad Mounted Transformers
Lot IX - Post Insulators
Lot X - Control Cables

4.    International competitive bidding will be conducted in accordance with ADB's Single Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries of ADB.

6.    To purchase the complete set of the Bidding Document in English, bidders should:

  1. visit the office of the Chief Engineer at the address indicated above from 15 October 2009 and pay a nonrefundable fee of Rs 4,100 or US$ 50. The method of payment will be by bank draft from any scheduled bank of Pakistan in favor of Employer.

  2. contact the Chief Engineer at the address indicated above and pay a nonrefundable fee of Rs 6,100 or US$ 100. The method of payment will be by bank draft from any scheduled bank of Pakistan in favor of Employer. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

  • to the above address;
  • on or before 11:00 am on 1 December 2009.
  • All Bids must be accompanied by a Bid Security equal to an amount as follows:

Bids will be opened at 11:30 am on 1 December 2009 in the presence of bidders' representatives who choose to attend. Late Bids shall be rejected.

7.    The NTDC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.    When comparing Bids, ADB's Domestic Preference Scheme will be also applied in accordance with the provisions stipulated in the Bidding Document.

9.    NTDC reserves all rights to reject any or all the bids without assigning any reason whatsoever.
