PHI: Proposed Energy Efficiency Project

The Government of the Philippines has requested a loan from the Asian Development Bank (ADB) in the amount of US$ 35 million towards the cost of the Energy Efficiency Project, and it intends to use the loan proceeds, under advance procurement action of the proposed loan, to payments for goods, works, related services and consulting services to be procured under this Project. Bidding for contracts will be governed by ADB's Procurement Guidelines.

The proposed Project will: (i) retrofit about 40 government-owned office buildings with efficient lighting; (ii) procure 13 million compact fluorescent lamps (CFL) for distribution to the country's lifeline customers to reduce peak power demand; (iii) introduce energy efficient lamps for public lighting; (iv) set up a laboratory for testing energy efficient appliances and a lamp waste management facility; (v) establish an energy service company for promoting energy efficiency to public facilities, commercial and industrial customers; (vi) promote an efficient building initiative; and (vii) develop and implement a communication and social mobilization program.

Part of the loan proceeds is intended to be used for purchasing CFLs, energy efficient lamps for public lighting, and upgrading of appliance testing laboratory and a lamp waste management facility.

Procurement of contracts financed by the loan will be conducted through the procedures specified in ADB's Procurement Guidelines, and is open to all bidders from eligible source countries as defined in the guidelines. Specific Procurement Notices for tenders under international competitive bidding procedures will be announced in ADB website (http://adb.org), in newspapers of the Borrower's country and in internationally known and freely accessible website.
