Invitation for Bids

Loan Title:1750-PHI: Technical Education And Skills Development Project
Contract No.:ADBTES-07: Supply, Delivery, Installation, Testing, Training and Commissioning of Various Civil Technology Tools and Equipment
Deadline for Bids:10:00 am on 8 September 2008

1.   The Republic of the Philippines has received a loan from the Asian Development Bank (ADB) towards the cost of Technical Education and Skills Development Project (TESDP), and it intends to apply part of the proceeds of this loan to payments under the contracts for the Supply, Delivery, Installation, Testing, Training and Commissioning of Various Civil Technology Tools and Equipment.

2.   The Technical Education and Skills Development Authority (TESDA) now invites sealed Bids from eligible Bidders for the supply, delivery, installation, testing, commissioning of and training on Various Civil Technology Tools and Equipment consisting of 7 lots as listed below:

5 Heavy Equipment (Mechanical) Servicing
6 Carpentry, Screed Operation and Reinforced-Steel Bar Installation
7 Scaffold Erection and Tile Setting

3.    Bidders need to bid for all lots and all items in each lot, as further defined in the Bidding Documents. Evaluation and contract award will be undertaken by lot and/or by line item basis which is most advantageous in terms of quality/specification and cost to the government.

4.    Bidding will be conducted in accordance with ADB's Limited International Bidding Procedure.

5.    Interested eligible Bidders may obtain further information from TESDA and inspect the Bidding Document at the address given below from 9:00 - 4:00 pm, Monday to Friday.

6.    To purchase the Bidding Documents in English, bidders should:

  • submit a written application to the address below;
  • pay a non-refundable fee of PHP 9,000 or US$ 200. The method of payment will be in certified bank cheque or cash. The Bidding Document shall be received personally by the prospective Bidder or his authorized representative.
  • " Bidders who wish to receive the Bidding Documents to be sent thru Courier, an additional fee of PHP 5,400 or USD120 will be paid in the form of certified bank cheque payable to "TESDA" or cash. No liability will be accepted for loss or late delivery

7.   Bids must be delivered:

  • to the address below;
  • on or before 10:00 am on 8 September 2008;
  • All Bids must be accompanied by a Bid Security of not less than US$ 65,000 or PHP2,925,000. Late Bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives, who choose to attend at the address below at 10:00 am on 8 September 2008.

8.    TESDA will not be responsible for any costs or expenses incurred by the Bidders in connection with the preparation or delivery of Bids.
