Invitation for Prequalification

1.    These contracts will be jointly financed by Government of Papua New Guinea (GoPNG) and Asian Development Bank (ADB). The eligibility rules and procedures of ADB will govern the prequalification and the bidding process.

2.    The GoPNG has applied for a loan from ADB towards the cost of Civil Aviation Development Investment Program.

3.    The Papua New Guinea Civil Aviation Authority (the Employer) intends to prequalify firms for the following contracts under this project:

Supplying, Deliver and Installation of new galvanised Steel Palisade type security fencing, gates and accessories including culvert construction where neccessary around the airport perimeter and carrying out other associated works.
The purpose of the Contract Works is to Improve safety and security at Kavieng, Goroka, Wewak, Hoskins and Gurney Airport which is imperative for airport certification in compliance with the Civil Aviation Rules (CAR Part 139).

The potential Applicant for the above work shall be required to demonstrate in their Prequalification submission, their;

  • soundness of financial position over the last three (3) years and its prospective long-term profitability.
  • average annual construction turnover (minimum of K5.8 million) calculated as total certified payments received for contracts in progress or completed, within the last three (3) years.
  • experience and participation (of firm and personnel) in at least two (2) contracts within the last five (5) years, each with a value of at least K 3.8 million that have been successfully or are substantially completed and that are similar to the proposed works.

4.    It is expected that the Invitation for Bids will be made in November 2009.

5.    Interested eligible Applicants may obtain further information from the Civil Aviation Authority and inspect the Prequalification Document at the address given below, from 20 August to 1 October 2009 during Working Hours of 0800 hrs to 1600 hrs Local Time.

6.    The Prequalification Document, may be purchased by interested Applicants on the submission of a written application to the address below and upon payment of a nonrefundable fee of K 500.00. The method of payment will be by bank draft payable to:

The document may be sent by airmail or picked up from the address below upon proof of payment. No liability will be accepted for loss or late delivery.

7.    Applications must be delivered to the address below on or before 1 October 2009. The Employer reserves the right to accept or reject late applications.

8.    The Employer will not be responsible for any costs or expenses incurred by Applicants in connection with the preparation or delivery of their Applications.

9.    The Employer will notify all Applicants in writing of the names of those Applicants who have been prequalified.
