Invitation for Bids

Loan Nos.:Loan Nos. 2242/2243- PNG: Road Maintenance and Upgrading (Sector) Project (Supplementary)
Contract:CSTB No. 1652A - Rehabilitation of the Kamaliki to Bekuvia Road, Package 1 of the Kamaliki to Move Road in Eastern Highlands Province
Deadline for Bids:1 July 2008 at 10:00 a.m. (local time)

1.    The Independent State of Papua New Guinea has received a loan from the Asian Development Bank (ADB) towards the cost of rehabilitation and upgrading of roads in the five highland provinces. Part of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    The Secretary of the Department of Works (the Employer) now invites sealed bids from eligible bidders for the construction and rehabilitation of the 17.3 km section of the Kamaliki to Bekuvia Road, Package 1 of the Kamaliki to Move Road in Eastern Highlands Province.

3.    The Works include:

  • pre-construction topographical surveying;
  • clearing of right-of-way;
  • shaping and compacting of existing road formation;
  • construction of embankments at selected locations;
  • installation of new drainage culverts, headwalls, and aprons;
  • crushing and screening of aggregate materials;
  • construction of granular pavement between 350mm thick and 6 meters wide;
  • installation of guardrails and traffic signs at selected locations; and
  • provision and installation of new steel decking and refurbishing of other bridge parts that need to be maintained, including cleaning and painting of six (6) bridges.

4.    National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

5.    Only eligible bidders with the following key qualifications should participate in this bidding:

  • have a minimum of 5 years general construction experience;
  • have successfully completed at least one contract during the last five years of similar size and nature to the subject contract and of value greater than PK5.900 million equivalent;
  • have a minimum average turnover over the last three years of PK7.376 million equivalent;
  • have sufficient working capital and lines of credit to cover the running costs of the subject contract together with existing contract commitments, as determined by the formula (7 x Working Capital + Credit - 40% Work in Progress) > Bid Price;
  • have available owned or leased construction plant and equipment of type, size, and number sufficient to undertake and complete the Works within the specified contract period, including motor graders, excavators, loaders, bulldozers, compaction equipment, and equipment for crushing and screening aggregates for pavement construction;
  • have technical and supervisory personnel with a minimum of 5 years experience in the construction of similar types of work under similar conditions;
  • be able to demonstrate the capacity to maintain production rates for key construction activities sufficient to achieve completion within the periods shown on the construction programme.

7.    To purchase the Bidding Documents in English, eligible bidders should:

  • submit a written application to the Chairman of the Central Supply and Tenders Board (CSTB) at the address shown below, requesting the Bidding Documents for CSTB No1648, Rehabilitation of the Dona to Kerowagi Road in Chimbu Province.
  • pay a non-refundable fee of K400 or US$150 equivalent by cash or bank draft. An additional fee of K200 or US$74 equivalent should be added if courier service is required.

    The CSTB will promptly dispatch the documents, but under no circumstances will it be held responsible for late delivery or loss of the documents so mailed.

  • The Department of Works Specification for Road and Bridge Works 1995 may be purchased from the Design Branch of the Department of Works for a fee of K50 or US$18 equivalent.

9.    All bids must be accompanied by a Bid Security of K148,000, or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
