Loan No. 2274-PRC: Taiyuan-Zhongwei Railway Project

1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Taiyuan-Zhongwei Railway Project. Part of this loan will be used for payments under the contracts mentioned below. Bidding is open to interested bidders from eligible source countries of ADB.

2. CMC International Tendering Corporation (CITC), the Procurement Agent for and on behalf of Foreign Capital and Technical Import Center of MOR, PRC (the Purchaser), now invites sealed bids from eligible bidders for the supply and delivery of the following Goods:

3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4. Interested eligible bidders may obtain further information and inspect the bidding documents at the address below.

5. The Bidding Document in English language may be purchased by interested bidders via the submission of a written application to the address given below between 9:00 am to 11:00 a.m. and 14:00 pm to 16:00 pm (working days only) starting 14 December 2007 and upon payment of a nonrefundable fee of RMB2000 or US$300. The method of payment will be cash or check. For an additional fee of RMB100 for local delivery or US$50 for overseas delivery the Bidding Document will be delivered by courier. No liability will be accepted for loss or late delivery.

6. All bids must be accompanied by a bid security over the amount of not less than 2% of the bid price, and must be delivered to the address below on or before 14:00 (Beijing time) on 28 January 2008, in accordance with the Bidding Document. Bids will be publicly opened immediately thereafter in the presence of bidder's representatives who choose to attend at:

7. The Purchaser will not be responsible for any cost or expenses incurred by Bidders in connection with the preparation or delivery of bids. Alternative bids will not be considered. Late bids shall be rejected.
