1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 27 March 2008.

2.    The Greengen Company Limited (Greengen) of People's Republic of China has applied for a loan from the Asian Development Bank (ADB) towards the cost of Tianjin IGCC Power Plant Project, and it intends to apply part of the proceeds of this loan to payments under the contract named above.

3.    Greengen, the Purchaser, now invites sealed Bids from eligible Bidders for the following goods and related services which have been divided into the following packages listed below:

Bidders are free to bid for any one package or combination of packages. However, the bids shall be submitted for each package separately so that these can also be evaluated individually.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible Bidders may obtain further information from the Purchaser, and inspect the Bidding Document at the address given below from 26 August 2008 between 09:00-11:30 and 14:00-16:30 (Beijing Time) during week days.

6.    To purchase the Bidding Document in English, bidders should:

• visit the office of Greengen Company Limited, at the address indicated above and pay a non-refundable fee of RMB 2,000 or USD 260 in cash, or
• request for delivery by sending a written application to Greengen Company Limited, at the address indicated above. The application must include a cashier's check, in favor of Greengen Company Limited, of CNY 2,100 for domestic delivery or USD 285 for overseas delivery. The document will be sent by express airmail. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• to the Meeting Room at the Purchaser's address;
• on or before 10:00 a.m. (Beijing Time) on 8 October 2008.

Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the address below. Late Bids will be rejected.

8.    All Bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price.

9.    The Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
