1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Loan No. 1918: Southern Sichuan Roads Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.
2. The China International Tendering Company (CITC), authorized by Sichuan Panxi Expressway Co. Ltd., the Employer, now invites sealed bids from eligible bidders from member countries for the following:

Bidders are free to bid for one lot or a both lots.
3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.

5. To purchase the Bidding Document in English, eligible bidders should:
- write to the address above
- pay a nonrefundable fee of RMB2,000.0 or USD250.0 for each set of Bidding Document. The method of payment will by cash, check or direct deposit. The Document will
be sent by registered mail.
For an additional fee of RMB100 (domestic) or USD50 (international), the documents may be sent by courier services.
- domestic bidders or domestic joint ventures must submit a valid contracting certificate for Communications, Monitoring and Toll Collection System of Road Traffic Engineering issued by the Ministry of Construction, People's Republic of China. Domestic bidders must also sub,it a copy of the business license, qualification certificate when purchasing the Bidding Document.
6. Bidders should deliver their bids:
- to the address above
- at or before 10:00 am (Beijing Time) on 23 August 2007
- together with Bid Security of RMB800,000 for each contract or an equivalent amount in a freely convertible currency.
7. Bids will be opened immediately thereafter at the address above in the presence of the bidders' representatives who choose to attend.
8. The Employer will not be responsible for costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
9. In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
