Invitation for Bids
1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued in May 2003. 2. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Wuhan Wastewater Management Project, and it intends to apply part of the proceeds of this loan to payments under the contract for the supply of Goods and Related Services for the Luobuzui Wastewater Treatment Plant which is a component of the Wuhan Wastewater Management Project. Luobuzui WWTP is a secondary treatment plant adopting Front-end anaerobic oxidation ditch process at a capacity of 120,000m3/day, which should include equipment supply and installations. 3. China International Tendering Company, the Procurement Agent, on behalf of Wuhan Urban Drainage Development Co. Ltd, the Purchaser, now invites sealed bids from eligible bidders for the following goods and related services: Design, manufacture, supply, installation, testing and commissioning of the following equipment:
4. International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries. 5. Interested eligible bidders may obtain further information from and inspect the Bidding Document at the China International Tendering Company and the Wuhan Urban Drainage Development Co., Ltd at the address given below commencing 8 December 2007 from 9:00am to 11:30am and 2:30pm to 17:00pm on workdays only. 6. The Bidding Document in English language may be purchased by interested bidders through the submission of a written application to the Wuhan Urban Drainage Development Co., Ltd and upon payment of a non-refundable fee of RMB3,000 or USD400. Requests submitted by mail should include a certified check in the amount and currency indicated above plus the postal fee of USD100 (Overseas) or RMB200 (Domestic) in favor of the Wuhan Urban Drainage Development Co., Ltd. The Wuhan Urban Drainage Development Co., Ltd will send the Bidding Document by express airmail or courier. No liability will be accepted for loss or late delivery under any circumstances. 7. Bids must be delivered to the Wuhan Urban Drainage Development Co. Ltd. (address below) at or before 10: 00 am (Beijing Time) on 23 January 2008. All bids must be accompanied by a bid security of minimum two percent (2%) of the bid price or an equivalent amount in a freely convertible currency. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend the bid opening at the address of the Purchaser below at 10: 30 am (Beijing Time) on 23 January 2008. 8. The China International Tendering Company and Wuhan Urban Drainage Development Co., Ltd. will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids. 9.
