1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Liaoning Environmental Improvement Project, of which Benxi Huaxing Central Heating Extension is a subcomponent and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    Shenyang Tendering Center (STC), the Procurement Agency authorized by Benxi Huaxing Heating Company, invites sealed Bids from eligible Bidders for the supply of the following Goods:

Lot A: Main equipment of boilers, boiler donkey, transportation and test equipment
Lot B: Distribution and heat control equipment (heat source part)
Lot C: Equipment of heat exchange stations, pipe fittings, valve and automatic control

Bidders may bid for one lot or any combination of lots.

Benxi Huangxing Centralized Heating Project is located in Zhangjia in southeast part of Benxi. The existed heating area of the centralized heating project in the area is 1,591,000m2. A boiler house with three 58 MW crossgirder chain boilers is required to complete the heating task above. The rated load of boiler house is 174 MW. More details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from STC, and inspect the Bidding Document at the office address given below between 9:00 a.m. - 11:00a.m. and 1:30 p.m. - 4:00 p.m. starting from 22 July 2008 (except weekends and holidays).

5.   To purchase the Bidding Document in English, eligible Bidders should:

• visit the office of Shenyang Tendering Center, at the address indicated below and pay a nonrefundable fee of CNY 2,000 or USD 260 in cash; or
  
  
• request for delivery by sending a written application to Shenyang Tendering Center, at the address indicated below. The application must include a cashier's check, in favor of STC, of CNY 2,100 for domestic delivery or USD 285 for overseas delivery. The document will be sent by express airmail. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

• to the address below;
• on or before 10:00 a.m. (Beijing Time) on 2 September 2008.

Bids will be opened immediately thereafter in the presence of the Bidders' representatives who choose to attend at the address below. Late Bids will be rejected.

7.    All Bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price in the bid currency.

8.    STC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
