Invitation for Bids

Contract No. :0614-0920SY090066 Supply and Installation of Gas Booster/Storage, CNG and Electric Power Generation Equipment
Deadline for Bids:10:00 a.m. (Beijing Time) on 25 November 2009

1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Liaoning Environmental Improvement Project, of which Fuxin CBM/CMM Development Subcomponent is a subcomponent and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

2.    Shenyang Tendering Center (STC), the Procurement Agency authorized by Fuxin CBM/CMM Development and Utilization Company, invites sealed Bids from eligible Bidders for the supply of the following Goods:

Lot A: Supply and Installation of Gas Booster/Storage and CNG Equipment
Lot B: Supply and Installation of Electric Power Generation Equipment

Bidders may bid for one lot or both of lots.

The Project including supply and installation of equipment and material for gas booster/storage. CNG, Haizhou, Wangyingbei power gas generating stations as well as south air pit of Wulong mine, 20,000 m3 dry type gas storage measuring device, gas monitoring/control system. More details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from STC, and inspect the Bidding Document at the office address given below between 9:00 a.m. - 11:00a.m. and 1:30 p.m. - 4:00 p.m. (except weekends and holidays).

5.    To purchase the Bidding Document in English, eligible Bidders should:

  1. visit the office of Shenyang Tendering Center, at the address indicated below and pay a nonrefundable fee of CNY 2,000 or USD 260 in cash;
    or
  2. request for delivery by sending a written application to Shenyang Tendering Center, at the address indicated below. The application must include a cashier's check, in favor of STC, of CNY 2,100 for domestic delivery or USD 285 for overseas delivery. The document will be sent by express airmail. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered:

  • to the address below;
  • on or before 10:00 a.m. (Beijing Time) on 25 November 2009. Late Bids will be rejected.

Bids will be opened immediately after the deadline in the presence of the Bidders' representatives who choose to attend at the address below.

7.    All Bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price in the bid currency.

8.    STC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
