1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 28 January 2005.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Coal Mine Methane Development Project and it intends that part of the proceeds of this loan will be applied to eligible payments under the contract for which this Invitation for Bids is issued.

3.    China International Tendering Company (CITC), the authorized Procurement Agent of Jincheng CMM Comprehensive Utilization Co. Ltd., the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the following contracts required for the gas distribution component of the Project in Jincheng, Shanxi Province.:

• 0701-082090050001 - Supply and Installation of Vehicles and Machine Tools
• 0701-0720ITC2Y037 - Supply and Installation of Medium Pressure Pipe

(Details and specifications are provided in the Bidding Document)

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following address between 9:30-11:30 and 13:00-15:30 (Beijing Time) from 24 May 2008 during workdays.

6.    To purchase the Bidding Document, bidders should:

• visit the office of the ITC at the address above and pay a non-refundable fee of RMB3,500.00 or US$500.00 in cash;
  

  or

• request for delivery by sending a written application to the CITC at the address indicated above. The application must include a cashier's check of RMB3,500 or US$500 for overseas delivery, or evidence over direct deposit to the Account No. 00271508091001 at Head Office of Bank of China, Swift Code: BKCHCNBJ. The document will be sent by the courier. No liability will be accepted for loss or late delivery.

7.    Bidders should deliver their bids to China International Tendering Company:

• 3rd Floor, Meeting Room of the address above;
• on or before 10:00 a.m. (Beijing Time) on 7 July 2008. Late bids will be rejected.

8.    Bids will be opened immediately thereafter at the address above in the presence of the bidders' representatives who choose to attend.

9.    In the comparison of bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions of the Bidding Document.
