1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) toward the cost of Fuzhou Environmental Improvement Project. Part of this loan will be used for payments under the contract named above.

2.    The CNCCC International Tendering Co., Ltd. (Procurement Agent), for and on behalf of Fuzhou Water Environment Construction & Development Company (the Purchaser), now invites sealed bids from eligible bidders for the supply and delivery of Bid No. LGG-02: Procurement of Pipe Materials for 1 lot.

Details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    Interested eligible Bidders may obtain further information from CNCCC International Tendering Co., Ltd. and Inspect the Bidding Document at the address given below, from 9:00 to 11:00 am and 2:00 to 5:00 pm (Beijing time).

5.    The Bidding Document in English may be purchased by interested Bidders on the submission of a written application to the address below, and upon payment of a non-refundable fee RMB1,000 or in USD130. The method of payment will be payment in cash, check or Telegraphic Transfer (TT) to Account No. 8884292000118 at Bank of Shanghai Pudong Development Bank, Beijing Branch Anhuaqiao Sub Branch. The document will be sent by express mail for an additional fee of RMB200 or USD25. No liability will be accepted for loss or late delivery.

6.    Bids must be delivered to the address below at or before 9.00am (Beijing Time) 10 January 2008. All Bids must be accompanied by a Bid Security of not less than 2% of total bid price. Late bids shall be rejected. Bids will be opened in the presence of the Bidders' representatives who choose to attend at the address below immediately after the deadline.

7.    The CNCCC International Tendering Co., Ltd. will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

8.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Instructions to Bidders.
