1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on 6 January 2006.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Henan Wastewater Management and Water Supply Sector Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

3.    CITIC International Tendering Co., Ltd., the Procurement Agent authorized by the Purchaser, Weihui Qingyuan Sewerage Co., Ltd., invites sealed bids from eligible bidders for the Supply, Installation and Commissioning for Mechanical, Electrical, and Automation Equipments under Contract No.: A-EQUIP-02-ICB-WEI (BIDDING NO.: 0733-092012503/10). Delivery period will be 3 months after the effectiveness of the contract for goods from within China and 5 months for goods from abroad. Details and specifications are provided in the Bidding Document.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

5.    Interested eligible bidders may obtain further information from CITIC International Tendering Co., Ltd. and inspect the Bidding Document at the address given below during working days from 9:00-12:00am and 1:30-5:00pm from 13 April 2009.

6.    To purchase the Bidding Document in English, eligible bidders should:

1. visit the office of CITIC International Tendering Co., Ltd at the address indicated above and pay a nonrefundable fee of CNY1,500 or USD220 in cash, cashier's check or direct deposit,

   or

2. request for delivery by sending a written application to CITIC International Tendering Co., Ltd at the address indicated above and pay a nonrefundable fee of CNY1,600 or for local delivery or USD250 for overseas delivery. The mode of payment will be by cashier's check or direct deposit. The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

• to the Purchaser's address below.
• on or before 10: 00 am (Beijing Time) on 25 May 2009. Late Bids will be rejected.
• together with Bid Security of not less than 2% of the Total Bid Price in the currency of the Bid or another freely convertible currency.

Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address below.

8.    The Purchaser and the Procurement Agent will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    In the comparison of Bids, ADB's Domestic Preference Scheme will not be applied.
