1. The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Western Guangxi Roads Development Project, and it is intended that part of this loan will be used for payments under the contracts mentioned below. Bidding is open to interested bidders from eligible source countries of the ADB.
2. China International Tendering Company (CITC), authorized by Guangxi Communications Infrastructure Construction Administration Bureau, the Employer, now invites sealed bids from interested eligible bidders for construction and completion of the following:

3. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope bidding procedure and is open to all bidders from eligible source countries.
4. Only eligible bidders with the following qualifications should participate in this bidding:
- has at least eight years construction experience as contractor, subcontractor or management contractor prior to the deadline for submission
- has an average annual turnover of minimum $30 million or CNY 225 million (for bidding against one or two or three lots respectively) equivalent during the last three years
- For domestic bidders and foreign bidders who associate with domestic bidders as joint ventures should have at least Class I - construction qualification for overall contracting on highway construction engineering.
5. A complete set of Bidding Documents, in the English language, may be purchased by interested bidders on the submission of a written application at the address given below and upon payment of a nonrefundable fee of RMB1000 or US$125. The method of payment will be cash, check or directly deposit to our account. The documents will be sent by registered airmail. No liability will be accepted for loss or late delivery.
6. Bids must be delivered to the address below on or before 14:00 pm (Beijing time) on 20 November 2007. All bids must be accompanied by a Bid Security of not less than 2% of the total Bid Price. Late bids will be rejected. Bids will be opened immediately thereafter in the presence of the bidders' representatives who choose to attend at the address given below.
7. The Employer or the Procurement Agent will not be responsible for any costs or expenses incurred by bidders in the preparation or delivery of bids .
