Invitation for Bids

1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Western Guangxi Roads Development Project. Part of this loan will be used for payments under the contract named above. Bidding is open to all bidders from eligible source countries of ADB.

2.    The China International Tendering Company (ITC), the Procurement Agent for and on behalf of the Baise to Longlin Expressway Project Construction Headquarters (the Purchaser) invites sealed bids from eligible bidders for the construction and completion of pavement works of the following:

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two-Envelope Bidding Procedure . To qualify, the bidders should meet the following criteria

  • Has at least eight years construction experience as contractor, subcontractor or management contractor prior to the deadline for submission;
  • Has an average annual turnover of $54 million or CNY 378 million equivalent during the last three years;
  • For domestic bidders or Joint Ventures they must have a valid Class A or above construction qualification certificate for general contracting of expressway construction , valid Class A or above construction qualification certificate for pavement works of expressway construction and a safety construction permit certificate for construction work enterprise, and registered capital of not less than CNY 100 million.

4.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contact Baise to Longlin Expressway Project Construction Headquarters between 8:30-11:30 and 15:00-17:00 (Beijing Time) from 30 April 2009 during workdays.

5.    To purchase the Bidding Documents in English:

  1. visit the Purchaser's address given below and pay a nonrefundable fee of CNY1,000 or US$150. The method of payment will be cash, check or directly deposit to the Purchaser's account.
    or
  2. Request for delivery by sending a written application to the Purchaser's address given below. The application must include a cashier's check for the amount of CNY1,200 (local delivery) or USD 180 (overseas delivery). The document will be sent by registered airmail.

6.    Deliver your bid:

  • to the Purchaser's address below;
  • on or before 10:00 a.m. on 3 June 2009;
  • together with a Bid Security of CNY 0.80 million or an equivalent amount in a freely convertible currency. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7.    The Purchaser or the Procurement Agent will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
