1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Jilin Urban Environmental Improvement Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

2.    Instrimpex International Tendering Corporation (CNIITC), the authorized Procurement Agent of Yanji Invest & Development Co., Ltd. the Purchaser, invites sealed bids from eligible bidders from member countries of ADB for the Procurement of:

The insulation pipes are used in the construction of the outer network of the Central Heating Project. The heat transferring media is hot water, with a designed temperature of supply/return 130/70 °C, and a designed nominal pressure of 1.6 MPa. More details and specifications are provided in the Bidding Document.

3.    National Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contact the following address between 9:30-11:00 and 13:00-15:30 (Beijing Time) staring 15 July 2008 during workdays.

5.    To purchase the Bidding Document, bidders should:

• visit the Government Affairs Hall of Jilin Province at the address above and pay a non-refundable fee of RMB 1,500 or US$200 in cash; or
• Request for delivery by sending a written application to the CNIITC at the address indicated above. The application must include a cashier's check of RMB1,650 or US$220, or evidence over direct deposit to the Account No. 110060239018002343611 at Bank of Communications Beijing Branch, Swift Code: Commcnshabjg. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Bidders should deliver their bids to Government Affairs Hall of Jilin Province:

• meeting Room of the address above;
• on or before 10:00 a.m. (Beijing Time) on 20 August 2008. Late bids will be rejected.

7.    Bids will be opened immediately after the deadline at the address above in the presence of the bidders' representatives who choose to attend.

8.    The Instrimpex International Tendering Corporation will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
