Invitation for Bids

Contract No. : CCMSW/2.2 Procurement of Landfill Machinery for Changchun MSW Treatment Phase I
Deadline for Bids:10:00 am (Beijing Time) on 9 October 2009

1.     The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Jilin Urban Environmental Improvement Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    China National Machinery Import & Export Corporation (CMC), the Procurement Agent authorized by Changchun Municipal Liya Environmental Sanitation and Infrastructure Construction Limited Company (the Purchaser), to act for and on its behalf, invites sealed bids from eligible bidders for the construction and completion of Supply of Landfill Machinery, the required quantity for the bid is 11 sets, including Bulldozer (six units), Hydraulic Excavator (3 units), Loader (2 units).

3.     The eligible Bidder shall have an average annual turnover for the last 3 years of not less than RMB 10 Million Yuan or equivalent amount in foreign currencies. As the main supplier, the Bidder shall have successfully completed and submitted at least 5 contracts of equipments using similar with or more complicated process than that of the bid within the last 3 years. The Supply will be finished within 2 months after the contract becomes effective.

Changchun Domestic Waste Treatment Plant, named Mogugou, is located in the eastern suburbs, 6.5 kms to south of the Jichang south line 14 kms, 5 kms to Quannongshan town, 35 kms to the city center. The plant lies in downwind of the dominant wind direction.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure .

5.    To obtain further information and inspect the Bidding Document, bidders should contact the following from 9:00 to 16:00 from 20 August 2009 to 30 September 2009.

6.   To purchase the Bidding Document in English, eligible bidders should:

  1. visit the office of CMC's office at the address indicated above and pay a non-refundable fee of RMB 1,000 or US$150 in cash;
    or
  2. request for delivery by sending a written application to the office of CMC at the address indicated above. The application must include a cashier's check of RMB 1,100 (local delivery) or US$160 (for overseas delivery). The document will be sent by courier. No liability will be accepted for loss or late delivery.

7.    Bids must be delivered:

  • to the address below;

    Opening Bid Room, 6th floor, Jilin Province Administration Hall
    No. 287, Guiyang Street, Changchun City, Jilin Province
  • On or before 10:00 am (Beijing Time) on 10 October 2009.
  • Together with a Bid Security of not less than 2% of the total Bid price. The Bid Security shall be denominated in the currency of the Bid or another freely convertible currency. Bids will be opened immediately after the deadline in the presence of the bidders' representatives who choose to attend.

8.    The Purchaser and CMC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

9.    When comparing of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
