1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Railway Safety Enhancement Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Railway Rescue and Restoration Equipment.

2.    CITIC International Tendering Co. Ltd (Procurement Agent), authorized by Foreign Capital and Technical Import Center of the Ministry of Railways (the Purchaser) to act for and on its behalf, now invites sealed bids from eligible bidders for the supply and delivery of 8 sets of Railway Rescue and Restoration Equipment (railway crane, matching wagon, and other related equipment).

Details and specifications are provided in the Bidding Document.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Documents, bidders should contact CITIC International Tendering Company, Ltd. at the address given below from 19 August 2009 to 29 September 2009 at working time from 9:00 -11:00 and 14:00 -16:00.

5.    To purchase the Bidding Documents in English, eligible bidders should:

1. visit the CITIC office at the address indicated above and pay a nonrefundable fee of RMB 2,000 or US$ 300 in cash or certified cheque in favor of CITIC International Tendering Company.

   or

2. request for delivery by sending a written application to CITC at the address indicated above. The application must include a cashier's check of RMB 2,100 for local delivery or US$350 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

6.    Deliver your bid:

• To the address above;
• On or before 2:00 p.m. on 30 September 2009.
• Together with a Bid Security of 2% of the total bid Price in the bid currency or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.

7.    CITIC and the Purchaser will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
