1.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Baiyin Urban Development Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract for which this Invitation for Bids is issued.

2.    China International Tendering Company (ITC), acting for and on behalf of the Employer, Baiyin City Construction Bureau, now invites sealed bids from eligible bidders from member countries of ADB for the Baiyin Road 3 under Baiyin Road Improvements.

The Project includes civil works of four urban road sections as indicated below:

Details and specifications are provided in the Bidding Document.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contact China International Tendering Corporation at the address given below from 22 July 2008 to 3 September 2008, between 9:00-11:30 a.m. and 13:00-16:00 p.m. (working days only).

5.    To purchase the Bidding Document in English, bidders should:

1. visit the office of ITC from, at the address indicated above and pay a non-refundable fee of RMB 4,000 or US$ 570; or
2. request for delivery by sending a written application to China International Tendering Corporation, at the address indicated below. The application must include a cashier's check, in favor of China International Tendering Company, of RMB 4,200 (for domestic) or $595 (for overseas delivery).

6.    Bids must be delivered to:

• The transaction room of 6 floor of Jianshe Mansion
  Beijing Road, Baiyin District, Gansu, P.R. China
  East of Liuzhong Highway Tolling management station
  

• on or before 10:00, 4 September 2008 (Beijing Time)

Bids will be opened immediately thereafter in the presence of bidders' representatives who choose to attend. Late bids will be rejected.

7.    All bids must be accompanied by a bid security of not less than RMB 2,000,000.

8.    ITC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.
