1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issued on 27 May 2008.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of the Gansu Baiyin Urban Development Project and it intends to apply part of the proceeds of this loan to eligible payments under the contract C05 for Baiyin Road 2 under Baiyin Road Improvements.

3.    China International Tendering Company (hereinafter referred to as ITC), as procurement agent acting for and on behalf of Baiyin City Construction Bureau (hereinafter referred to as the Employer), now invites sealed bids from eligible bidders from member countries of ADB for the contract below.

The contract includes civil works of four urban roads. Details are as follows:

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

5.    Interested eligible bidders may obtain further information from ITC and inspect the Bidding Document at the address given below during working days from 9:30-11:30am and 1:00-4:00pm starting 30 April 2009:

6.    To purchase the Bidding Document in English, eligible bidders should:

1. visit the office of ITC, at the address indicated above and pay a non-refundable fee of RMB 2,000 or US$ 285;

   OR

2. request for delivery of the Bidding Document by sending a written application to China International Tendering Corporation, at the address indicated above. The application must include a cashier's check, in favor of China International Tendering Company, in the amount of RMB 2,200 (total cost of Bidding Document and domestic delivery) or US$315 (total cost of Bidding Document and overseas delivery).

7.    Bids must be delivered:

• to the transaction room of 6 floor of Jianshe Mansion
  Beijing Road, Baiyin District, Gansu, P.R. China
• on or before 10:00, 11 June 2009 (Beijing Time). Late bids shall be rejected.

Bids will be opened in the presence of the bidders' representatives who choose to attend at the same address at 10:00 am (Beijing Time) on 11 June 2009.

8.    All bids must be accompanied by a bid security of 2,000,000 CNY or an equivalent amount in a freely convertible currency.

9.    ITC will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will not be applied in accordance with the provisions stipulated in the Bidding Document.
