1.   This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 10 September 2008.

2.    The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Integrated Ecosystem and Water Resources Management in the Baiyangdian Basin Project and it intends to apply part of the proceeds of this loan to payments under the contracts for Maintenance Equipment (the Goods).

3.    Instrimpex International Tendering Company (CNIITC) the Procurement agent authorized by Xiong County Sewage Treatment Plant (the Purchaser) to act for and on their behalf, now invites sealed Bids from eligible Bidders for the following:

Supply of the following Goods and related services for the Project: Xiong County Sewage Treatment, Subproject: Procurement of the Goods and Related Services?such as mechanical grid trash-removal devices?gyrating currents, eliminator and so on. This bid is for one lot only with reference no. 0703-0920CIC1N050. Delivery period will be made 60 days from contract effectiveness.

4.   Only eligible bidders with the following key qualification should participate in this bidding:

• at least 3 years goods supply and installation experience in the similar projects, no less than 2 sewage treatment plant construction or equipment general contract achievements as the similar scale as this project in Hebei province territory, in which, one project is ADB loan project or World Bank loan project;
• the registered capital of independent bidder/ joint venture initiator should have no less than 10 million yuan or other equivalent freely convertible currencies;
• the average turnover annually should be no less than 60 million yuan or other equivalent freely convertible currencies.

5.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

6.    Interested eligible Bidders may obtain further information from CNIITC, and inspect the Bidding Document at the address given below from 21 August 2009 to 2 October 2009 during working hours from 9:00-11:30, 13:30-16:00.

7.    To purchase the Bidding Document in English, bidders should:

1. visit the office CNIITC at the address given below and pay a non-refundable fee of RMB 1,500 or USD215. The method of payment will be by cash or cashier's cheque payable to Instrimpex International Tendering Company.

   OR

2. request for delivery by sending a written application to the office of CNIITC at the address below. The method of payment will be by cashier's cheque payable to Instrimpex International Tendering Company for the amount of RMB1,600 (for domestic delivery) or USD235 (for overseas delivery). The document will be sent by EMS (Worldwide Express Mail Service). No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

• to the Meeting Room at the Purchaser's Office at the address given below;
• on or before 10:00 a.m. (Beijing Time) on 2 October 2009. Late bids shall be rejected.
• All Bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price in the bid currency.

Bids will be opened immediate after the deadline in the presence of the Bidders' representatives who choose to attend at the Purchaser's address.

9.    CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
