1.   This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on 10 September 2008.

2.   The People's Republic of China has received a loan from the Asian Development Bank (ADB) towards the cost of Integrated Ecosystem and Water Resources Management in the Baiyangdian Basin Project and it intends to apply part of the proceeds of this loan to payments under the contracts for Maintenance Equipment (the Goods).

3.   Instrimpex International Tendering Company (the Procurement agent, CNIITC), authorized by Baigou Town Sewage Treatment Plant (the Purchaser) to act on their behalf, now invites sealed Bids from eligible Bidders for the supply of the following Goods and related services for the Project: Baigou Town Sewage Treatment Subproject: Procurement of the Goods and Related Services such as water pumps and electrical facilities, valve,sluice gate and extension joint. This bid is for one lot only, 0703-0920CIC1N039. Delivery period will be made 60 days from contract effectiveness. The project shall normally operate for at least 1 year.

4.   Only eligible bidders with the following key qualification should participate in the bidding:

• The Bidder's Paid-up Capital shall be more than $ 3,000,000 equivalent and Annual Turnover for each year within the last 3 years not less than $ 10,000,000 equivalent.
• The Bidder shall submit a bank reference letter of not less than $ 4,000,000 equivalent from a reputable bank to demonstrate its financial capability to complete the project successfully from 2003 to 2008.
• The Bidder shall undertake at least 4 similar wastewater treatment projects with the treatment capability of 30000t/d or above for supply, installation and commissioning of equipments, the discharge water standard up to the first level B of the Discharge standard of pollutants for municipal wastewater (GB18918-2002).

5.   International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries.

6.   Interested eligible Bidders may obtain further information from CNIITC, and inspect the Bidding Document at the address given below from 3 September 2009 to 15 October 2009 during working hours from 9:00-11:30, 13:30-16:00.

7.    To purchase the Bidding Document in English, bidders should:

1. visit the office of CNIITC at the address given below and pay a nonrefundable fee of RMB 1,500 or USD 215. The method of payment will be by cash or cashier's cheque payable to CNIITC. OR
2. Request for delivery by sending a written application to the office of CNIITC at the address given below. The application must include a cashier's check in favor of CNIITC for the amount of RMB 1,600 (local delivery) or US$235 (for overseas delivery). The document will be sent by EMS (WORLDWIDE EXPRESS MAIL SERVICE). No liability will be accepted for loss or late delivery

8.   Bids must be delivered:

• to the Meeting Room at the Purchaser's address given below;
• on or before 10:00 a.m. (Beijing Time) on 15 October 2009. Late bids shall be rejected.
• All Bids must be accompanied by a Bid Security of not less than 2% of the Total Bid Price in the bid currency.

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Purchaser's address given below at 10:00 a.m. (Beijing Time) on 15 October 2009.

9.   CNIITC and the Purchaser will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation or delivery of Bids.

10.   In the comparison of Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
