1.    The People's Republic of China has applied a loan from the Asian Development Bank (ADB) towards the cost of Emergency Assistance Loan for the Wenchuan Earthquake Reconstruction Project. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible source countries of ADB.

2.    Instrimpex International Tendering Company (CNIITC, the Procurement Agent), authorized by and on behalf of Shimian County Highway Maintenance Section (the Employer), invites sealed bids from eligible bidders for the construction and completion of Tianwanxiang to Xinminxiang Road (the Works).

3.    The road of Tianwanxiang to Xinminxiang is located in Shimian County, Ya'an City of Sichuan Province, and the length of this road is 21 kilometers with the Class IV of technical standard of highway engineering (JIG G01-2003). The construction period /delivery period is 365 days.

4.    Only eligible bidders with the following key qualifications should participate in this bidding:

1. The bidder should possess a valid Class-C or above construction qualification certificate for general contracting of highway construction engineering issued by MOC on 25 November 2002.
2. Minimum average annual construction turnover of RMB 15 million, calculated as total certified payments received for contracts in progress or completed, within the last 3 years (2006-2008).
3. Participation as general contractor, in at least 2 contracts, each with a value of at least RMB 6 million that have been successfully or are substantially completed and that are similar to the proposed works (class ? of technical standard of highway engineering (JIG G01-2003) or above mountain road and length of no less than 20km).

The requirement details of the key personnel and equipment refer to section 3 of the bidding document.

5.    National competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6.    To obtain further information, inspect and purchase the bidding documents, bidders should contact the Employer or the Procurement Agent from 27 August 2009 to 25 September 2009 at working time 8:30-11:30, 13:30-16:30.

7.    To purchase the Bidding Document in English, bidders should:

1. visit the office of the Procurement Agent at the address indicated below and pay a nonrefundable fee of RMB 2,000 or USD285 in cash or cashier's cheque. Contact person: Mr. Ye Zongping or Ms. Wang Yuan. The bank account is: Bank of Communications, Fuwai sub-branch, Account No: 110060239018002343611.

2. request for delivery by sending a written application to the Procurement Agent at the address indicated below. The application must include a cashier's check of additional RMB2,100 for local delivery or $305 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

• to the Meeting Room of Golden Lemon Hotel (No. 31, Ximianqiao Street, Chengdu City, Sichuan Province);
• on or before 10:00 a.m. (Beijing Time) on 25 September 2009. Late bids shall be rejected.
• together with a bid security of RMB 200,000.

Bids will be opened in the presence of the Bidders' representatives who choose to attend at the Meeting Room of Golden Lemon Hotel at 10:00 a.m. (Beijing Time) on 25 September 2009.

9.    The Invitation for Bids will be published in "China Economic Herald", http://www.chinabidding.com.cn,http://www.scjt.gov.cn, andhttp://www.scjst.gov.cn .
