1.      The People's Republic of China has applied for a loan from the Asian Development Bank towards the cost of Xinjiang Regional Road Improvement Project (Korla-Kuqa Section). Part of this loan will be used for payments under the contracts for which this Invitation for Bids is issued.

2.      Xinjiang Uygur Autonomous Regional Communications Construction Administration Bureau now invites sealed bids from eligible bidders for the construction of sub-grade and pavement works.

3.     International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope bidding procedure.

4.     For each of the above contracts, only eligible bidders with the following key qualifications should participate in this bidding:

• average annual construction turnover of not less than US$20 million within the last three years
• financial resources of not less than US$2 million
• experience as a contractor, management contractor, or subcontractor, in at least one similar contract during the last three years, with a value of not less than US$32 million, and with the following quantities:
• earthworks - not less than 0.7 million cu m,
• asphalt concrete pavement surface not less than 0.3 million sq. m.
• 1 multiple span bridge with a span not less than 30 m, or with the total length not less than 300 m for contract no. A08.
• for domestic bidders: Grade I or above Highway Engineering Contracting Construction Qualification Certificate issued by the Ministry of Construction of the People's Republic of China.

6.     To purchase the bidding documents in English, eligible bidders should:

• write to the address above
• pay a nonrefundable fee of CNY2,000 or USD280 per contract

7.      Deliver your bid:

• to the address above
• on or before the deadline: 12:00 noon, 7 November 2007
• together with a Bid Security of CNY800,000.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend.
