Invitation for Bids
1. This invitation for bids follows the general procurement notice for this Project that appeared in ADB Business Opportunities on 11 October 2007. 2. The Government of Samoa has received a loan from the Asian Development Bank (ADB) towards the cost of the Samoa Power Sector Expansion Project. This loan is jointly financed by the Japan International Cooperation Agency and a grant by the government of Australia through AusAID. Part of this loan will be used for payments under the contracts named above. Bidding will be undertaken through National Competitive Bidding (NCB) and is open both to local contractors in Samoa and international contractors. The eligibility rules and procedures of ADB will govern the bidding process. 3. There is one Tender Lot for the two feeders; Alaoa Feeder Upgrade and Hospital Feeder Upgrade Stage 1. Bidders wishing to offer discounts will be allowed to do so provided those discounts are included in the Letter of Bid. 4. The Government of Samoa (the Employer) invites sealed bids from eligible national and international bidders for the supply of Works and related services for the construction of Alaoa Feeder Upgrade combined with Hospital Feeder Upgrading Stage 1. The Works and related services involve removing of the existing conductors and replacing with wasp conductor, replacing 6600/240V transformers with 22000/240V transformers, laying of 22kV underground cable from Tanugamanono Diesel Power Station to the main cross island road and replacing rotten power poles. 5. NCB will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure. Eligible bidders will have to meet the minimum qualification criteria specified in the tender document including but not limited to Average Annual Construction Turn Over and Specific Construction Experience - Contracts of Similar Size and Nature. 6. Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend. 9. The Electric Power Corporation will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids. Specific Notice |
