Invitation for Bids

Contract No.:SAM-PSEP-09/01 Procurement Of Power Line Materials & Related Equipment For The Hospital Feeder Upgrade Stage 2 And 22kv Overhead Conductor Upgrading Program

1.   This invitation for bids follows the general procurement notice for this Project that appeared in ADB Business Opportunities on 11 October 2007.

2.   The Government of Samoa has received a loan from the Asian Development Bank (ADB) towards the cost of Samoa Power Sector Expansion Project. This loan is jointly financed by the Japan International Cooperation Agency and a grant by the government of Australia through AusAID. Part of the proceeds of this loan will be used for payments under the contract named above. Bidding is open to bidders from eligible member countries of ADB. The eligibility rules and procedures of the ADB will govern the bidding process.

3.   The Electric Power Corporation (the Employer) invites sealed bids from eligible bidders for the procurement of power line materials for the Hospital Feeder Upgrading Stage 2 and 22kV Overhead Conductor Upgrading Program.

4.   Bidders may bid for one or all five contracts, as further defined in the Bidding Document.

Lot 1: Supply of pole mounted and pad mounted transformers and pad mounted switch
Lot 2: Supply of Hardwood power poles and cross-arms
Lot 3: Supply of galvanized line hardwares, insulators, conduits & other materials
Lot 4: Supply of bare conductors & underground cables
Lot 5: Supply of materials available in Purchaser's country - concrete slabs & vaults.

Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid. Expected delivery period will be 10 weeks from contract effectiveness.

5.   International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure.

6.    To obtain further information and inspect the bidding documents, bidders should contact the following person at the address given below from 9:00am to 12:00 noon and 1:00pm to 5:00pm:

7.   To purchase the Bidding Documents in English, eligible bidders should:

  1. visit the office of EPC Project Management Unit at the address indicated above and pay a nonrefundable fee of USD200 in cash or cashier's cheque. A CD of the Bidding Document can be obtained from the PMU office.
    or
  2. contact the EPC Project Management Unit at the address indicated above via email and pay a nonrefundable fee of USD200 for email delivery or USD250 for CD delivery via courier. Mode or payment will be in the form of cashier's cheque or telegraphic transfer to an EPC bank account in Samoa which will be released upon request. Amount to be received in EPC's bank account shall be net of the amount of local bank fees which should be paid by bidder. No liability will be accepted for loss or late delivery.

8.    Bids must be delivered:

  • On or before 2:00pm on 09 November 2009 (local time and date;
  • Together with a Bid Security of 2% of bid amount or an equivalent amount in a freely convertible currency.

Bids will be opened immediately after the deadline in the presence of bidders' representatives who choose to attend at the Secretary's Office.

8.    The Electric Power Corporation will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids.
