Proposed Loan: Colombo Port Expansion Project

1. This invitation for bids follows the general procurement notice for this Project that appeared at adb.org on 31 October 2006.

2. The Democratic Socialist Republic of Sri Lanka has applied for a loan from the Asian Development Bank (ADB) towards the cost of the Colombo Port Expansion Project, and it intends to apply part of the proceeds of this loan to payments under the contract for Harbor Infrastructure Works.

3. The Chairman, Cabinet Appointed Procurement Committee invites sealed bids from eligible bidders for the construction and completion of harbor infrastructure works comprising approximately 16.0 million m3 of dredging, 14.0 million m3 of reclamation, two breakwaters of 5 km and 1 km length, a submarine pipeline and sundry onshore works including roads, buildings and services. The principal quantities involved are:

Reinforced concrete 180,000 m3

Block and other paving 30,000 m2

4. Only those bidders satisfying the following qualification criteria shall be considered as eligible. Bidders must demonstrate with documentary evidence previous construction experience as a single entity or as a joint venture in similar projects which, as a minimum, included the following activities:
  • Operation or management of a quarry
  • Transport of rock by barge in open sea conditions
  • Dredging and reclamation. Quantities in excess of 10 million m3
  • Rock armor breakwater construction in depths exceeding 10m
  • Breakwaters with a length exceeding 3 km
  • Submarine oil pipeline of at least 24" diameter buried in trench
  • Construction works in open sea conditions in water depth exceeding 10m
  • South Asia construction experience

The Bidders must demonstrate previous experience of achieving the following production rates for key activities to qualify for bidding. A single entity or the combined partners of a joint venture must demonstrate compliance with all the criteria. The production rate of any one key activity should be met in full by not more than two partners of a joint venture.

Dredging and reclamation 1,200,000 m3/month
Quarry Operations and Rock Transport 250,000 tonnes/month
Rockfill in breakwaters100,000 tonnes/month
Rock armor to breakwaters 75,000 tonnes/month
Concrete Armor Units to Breakwaters 15,000 tonnes/month
Concrete production 10,000 m3/month

5. International competitive bidding will be conducted in accordance with ADB's Single-Stage: Two- Envelope procedure and is open to all bidders from eligible source countries.

7. To purchase the bidding documents in English, eligible bidders should:
  • write to the address given in paragraph 6 above, the document may also be obtained electronically at http://slpa.lk
  • pay a nonrefundable fee of US$ 500 or equivalent in Sri Lanka Rupees plus 15% VAT, by cash, to the Sri Lanka Ports Authority Cashier or electronically
  • the document may be sent by courier for an additional fee of US$ 200 subject to any change, or may be collected from the office of Chief Engineer Planning & Development from 1 January 2007.

8. In accordance with the bidding document, bids containing two envelopes, one containing technical proposal and bidder's qualifications and bid bond, the other envelope containing the financial proposal must be delivered to the address given below for the attention of Chairman, Cabinet Appointed Procurement Committee, Ministry of Ports & Aviation at or before 1400 hours on 8 May 2007. All bids must be accompanied by a bid security of US $2,800,000 or an equivalent amount in a freely convertible currency. Late bids will be rejected. The envelope containing technical proposal and qualifications will be opened in the presence of the bidders' representatives who choose to attend at the address below at 1400 hours on 8 May 2007.

9 The Sri Lanka Ports Authority will not be responsible for any costs or expenses incurred by the bidders in connection with the preparation or delivery of bids including costs and expenses related to site visits.
