Proposed Loan: Colombo Port Expansion Project

The Government of the Democratic Socialist Republic of Sri Lanka has applied for a loan from ADB towards the cost of the Colombo Port Expansion Project. The loan is expected to be approved on 28 February 2007.

Objective

The overall objective of the Project is to expand the Port of Colombo to realize its potential as an internationally competitive hub port in South Asia. The expanded port will provide facilities to accommodate the latest generation of mainline container ships and will benefit the economy of Sri Lanka.

The Project also proposes to increase the efficiency of port operations and services in the port by offering concessions for the operation of new container terminals within the expanded port and thus increasing private sector participation.

The harbor infrastructure works will be constructed by the Sri Lanka Ports Authority, which is the subject of the General Procurement Notice.

The Project works are to be procured under a single contract of which the principal elements are as follows:
  • Dredging of port approach channels in mostly sands and silty sands to a depth of 20m. Dredged material is to be used in reclamation with an estimated volume of 13.6 million m3.
  • Breakwater of approximately 5km length with the majority in water depths in excess of 15m. The core is formed from sand arising from the dredging operations and the breakwater is armored with rock and concrete armor units and capped with a concrete wave wall. It is backed by partial reclamation and a beach;
  • Construction of a secondary breakwater with small boat harbor. The breakwater is approximately 1km long and encloses a small boat harbor with 400m of precast concrete block quay wall. Onshore buildings include a marine operations centre, control tower and accommodation for pilots and crew;
  • A new 36" submarine pipeline of approximately 6km length, laid in trench with one on-shore connection and one underwater connection to the existing pipeline. Where the pipeline crosses the main navigation channel it is to be buried in a deep trench with top of pipe at -26.0m.
  • Construction of road access, drainage and utility services to the newly constructed facilities and other onshore works including a number of small buildings.

Procurement
Goods, related services and civil works for the harbor infrastructure works financed by ADB will be procured following ADB's Procurement Guidelines . The contract will be procured on the basis of international competitive bidding among qualified contractors in accordance with ADB's Procurement Guidelines.

The bidding documents for the above are expected to be available before the end of December 2006, subject to a nominal charge.

Consulting Services
The consulting services for the construction supervision of the harbor infrastructure works financed by ADB will be procured following ADB's Guidelines on the Use of Consultants by Asian Development Bank and Its Borrowers using single source selection procedures. It is anticipated that 150 person-months of international and 1,250 person-months of domestic consulting input will be required. The consulting supervision consultants will also set up and implement the project performance monitoring system. It is anticipated that the Project will take 39 months to be completed.
