1. The Government of the Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of implementation of the Aquatic Resource Development and Quality Improvement Project (ARDQIP) and it intends to apply part of the proceeds of the loan to eligible payments under the contract mentioned below.
2. The Chairman, Cabinet Appointed Procurement Committee (CAPC) now invites sealed bids from eligible for the construction of the State of the-Art Central Fish Market Complex at Peliyagoda, Sri Lanka as described below.
3. The proposed project comprises the construction and completion of two-storey wholesale market with a floor area around 8,800 sq.m; two-storey retail market with a floor area around 7,000 Sq.m; 25 ton flake ice plant including 03 No's cold rooms; a silage plant, waste water / sewer treatment plant and other related infrastructure facilities.
The buildings shall be of reinforced concrete framed structures with around 350 No's pile foundations. The main services provided in the building shall be water supply, sewerage and drainage, 1000kVA electrical sub station, 500 kVA generator and fire protection etc.
4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedures and is open to eligible bidders from ADB source countries.
5. Bidders should meet the following minimum qualification criteria;
- Successful and timely commissioning of one commercial building with all services similar scope, complexity and minimum construction cost of SL/Rs 1 billion or equivalent in foreign currency during last ten years as main contractor and at least one contract for bored piling work minimum construction cost of SL/Rs 150 million or equivalent in foreign currency as main contractor or sub contractor.

Successful and timely commissioning of two Commercial buildings with all services with similar scope, complexity and minimum construction cost of SL/Rs 500 million or equivalent in foreign currency during last ten years as main contractor and at least one contract for bored piling work minimum construction cost of SL/Rs 150 million or equivalent in foreign currency as main contractor or sub-contractor.
- Provide evidence acceptable to employer of working capital SL/Rs 400 million or equivalent in foreign currency available to handle these works.
- The local bidders shall be registered with the Institute for Construction Training and Development (ICTAD) for Grade M1 for building works.

7. To purchase the Bidding Documents in English bidders should:
- visit the office of Aquatic Resource Development and Quality Improvement Project (ARDQIP) at the address indicated above and pay a nonrefundable fee of SLRs 20,000.00 in cash,
or
- request for delivery by sending a written application to The Project Director, Aquatic Resources Development and Quality Improvement Project at the address indicated above. The application must include a cashier's check amounting to SLRs. 20,000.00 or equivalent amount in a freely convertible currency plus an additional fee of SLRs 12,000 for overseas delivery. The document will be sent by courier. No liability will be accepted for loss or late delivery.
8. All Bids must be accompanied by a Bid Security of SLRs 15 million or equivalent amount in a freely convertible currency in Sri Lanka valid for 120 days from the closing date of Bid.
9. A pre-bid meeting will be held at 10:00hrs on 27 May 2008.
10. Bids must be delivered:
- to the office of the Project Director at the address indicated above;
- on or before 14:00hrs on 20 June 2008. Bids will be opened immediately after the deadline in the presence of bidders or their authorized representatives. Any bid received after the bid submission deadline will be rejected unopened.
11. The CAPC & Ministry of Fisheries and Aquatic Resources will not be responsible for any costs or expenses incurred by bidders for the preparation or delivery of the bid.
