1. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of Secondary Towns and Rural Community Based Water Supply & Sanitation Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the under the contract for which this Invitation for Bids is issued.
2. The National Water Supply & Drainage Board (NWS&DB), the Executing Agency, invites sealed bids for the Muttur Water Supply Project comprising:
- supply, delivery and laying of treated water pumping main distribution pipes of approximately 5.9 km and 3.3 km of 200 mm and 300 mm diameter DI pipes, 127 km of uPVC pipes of diameters varying from 90 mm to 225 mm; and
- construction and completion of two elevated water towers for Muttur, Trincomalee with capacities of 1500 cu.m and 1000 cu.m.
3. International competitive bidding shall follow ADB's Single-Stage: One-Envelope bidding procedure. Bidding is open to bidders from eligible source countries of the ADB.

5. To purchase the Bidding Document in English, eligible bidders should:
- write to the address below
- from 0900 hours to 1200 hours and 1300 hours to 1500 hours (local time) on working days
- pay a nonrefundable fee of Rs10,800.0 or US$100 and the relevant value added tax of 15% by cash in Sri Lankan Rupees or demand draft or by banker's certified cheque, countersigned by a Bank operating in Sri Lanka.
The firms requesting the Bidding Document through courier services should make pre-paid arrangements with a reputed courier service to collect and dispatch the documents to them and should provide a letter of authorization.

6. There will be no prequalification of bidders, instead, postqualification will be carried out along with the evaluation of the technical proposals. Postqualification
criteria are given in Section 3 of the Bidding Document which can be examined at
the address in paragraph 3 above free of charge. They can also be obtained via electronic mail at strcbwss@sltnet.lk
7. Site inspection will be held on 9 February 2007 followed by a pre-bid meeting on 12 February 2007.

9. Bids will be opened immediately thereafter in the presence of bidders or bidders' representatives who choose to attend.
10. When comparing Bids, ADB's Domestic Preference Scheme will be applied in accordance with the provisions stipulated in the Bidding Document.
