Loan No.1999-SRI: Distance Education Modernization

1.    The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) toward the cost of Distance Education Modernization Project and it is intended that part of the proceeds of this loan will be used for eligible payments under the contract number above.

2.    The Secretary, Ministry of Higher Education, now invites sealed Bids from eligible Bidders for Procurement of Media Equipment to Upgrade Media House Infrastructure of the Open University of Sri Lanka as described below.

Lot 01 - Studio Equipment
Lot 02 - Audio Equipment
Lot 03 - Maintenance Equipment
Lot 04 - Lighting Equipment

Bidders are free to bid for one lot or a combination of lots or all the lots.

3.    International competitive bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all bidders from eligible source countries.

4.    To obtain further information and inspect the Bidding Document, bidders should contact the address below from 09.00 to 16:30 hours during working days.

5.    To purchase the Bidding Document in English, eligible bidders should:

• Write to the address above;
• Pay a nonrefundable fee of LKR 2,500 or US$ 25 by demand draft or banker's cheque in favor of the Ministry of Higher Education;
• The documents may be sent by courier for an additional fee of LKR 2,000 or equivalent amount in US$20. No liability will be accepted for loss or late delivery.
• The Bidding Documents will be available at the following website www.nodes.lk. Bidders who downloaded the Bidding Documents from the website, shall be eligible only after paying a non-refundable fee of LKR 2,500.00 or US$25 by demand draft or banker's cheque at the submission of Bid form. Any discrepancy in the Bidding Documents downloaded from the website shall not be the responsibility of the Distance Education Modernization Project.

6.    Bids must be delivered to:

• to the address above;
• on or before 14:00 hours, on 9 September 2008. Late bids will be rejected;
• together with the Bid Securities as follows in LKR, or equivalent amount in either US$ or GBP:

7.    Bids will be opened immediately after the deadline for bid submission, in the presence of bidders' representatives who chose to attend at the address above

8.    Ministry of Higher Education will not be responsible for costs or expenses incurred by bidders in connection with the delivery or preparation of bids.
