Loan and Grant No.:2043-SRI: Conflict Affected Areas Rehabilitation Project, and Grant 0062 (Norway) - Component B: Power & Electrification
Bid No. and Title: CAARP/RE-F/2004/16-B: Supply and Delivery of AAAC 19/3.76mm (ELM) Conductors

1.    This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities issue of December 2004.

2.    The Democratic Socialist Republic of Sri Lanka has received a loan and grant from the Asian Development Bank (ADB) toward the cost of Conflict Affected Areas Rehabilitation Project and it intends to apply part of the proceeds of this loan to payments under the contract for Supply and Delivery of AAAC 19/3.76mm (ELM) Conductors.

3.    The Ceylon Electricity Board invites sealed Bids from eligible bidders for the Supply and Delivery of AAAC 19/3.76mm (ELM) Conductors - 71,600 kg.

4.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure and is open to all Bidders from eligible source countries of ADB.

5.    To obtain further information and inspect the Bidding Document, interested eligible bidders should contract the Deputy General Manager (RE Projects & Procurement) at the address below from 09:00 to 15:00 hours until 5 August 2008.

6.    To purchase the Bidding Documents in English, eligible bidders should:

  • Submit a written application to the address below.
  • Pay a non-refundable fee of Rs. 3,000 or US$ 30 in cash/ money order or Bank Draft drawn in favour of the General Manager, Ceylon Electricity Board, from the Deputy General Manager (RE Projects & Procurement), 7th Floor, CEB, Colombo 02. The document will be sent by courier for overseas delivery for Rs. 5,000 or US$ 50, including the non-refundable fee and courier charges. No liability will be accepted for loss or late delivery.
  • Any person who act as agent or sub-agent, representative or nominee for or on behalf of any tenderer, should produce the certificate of Registration, under Public Contract, Act No: 03 of 1987, Sri Lanka at the time of purchasing the Bidding Document.

7.    Bids must be delivered to:

  • the address below;
  • on or before 10:00 a.m. on 6 August 2008. Late Bids shall be rejected.

8.    All bids must be accompanied by a Bid Security of SLRs. 500,000.

Bids will be opened immediate after the deadline in the presence of the Bidders' or their authorized representatives who choose to attend at the bid opening at the address below.

9.    The Ceylon Electricity Board will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation and delivery of Bids.

10.    In the comparison of Bids, ADB's Domestic Preference Scheme will Not apply.
