1. This Invitation for Bids follows the General Procurement Notice for this project that appeared in the ADB Business Opportunities on December 2004.

2. The Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) toward the cost of Conflict Affected Areas Rehabilitation Project and it intends to apply part of the proceeds of this loan to payments under the contract named above.

3. The Ceylon Electricity Board invites sealed bids from eligible bidders for the Supply and Delivery of PVC Cables:

4. International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope and is open to all Bidders from eligible source countries.

5. Interested eligible bidders may obtain further information and inspect the Bidding Document from Ceylon Electricity Board at the address below from 9:00 to 15:00 hours until 29 January 2008. Bidders should produce the Certificate of Registration, under Public Contract, Act No: 03 of 1987, Sri Lanka at the time of purchasing the Tender document.

6. To purchase the bidding documents in English, eligible bidders should:

• write to the address below requesting bidding documents for CAARP/RE-F/2007/13: Supply & Delivery Of PVC Cables
• pay a non-refundable fee of Rs. 3,000 or US$ 30 in cash/ money order or Bank Draft drawn in favour of the General Manager, Ceylon Electricity Board, from the Deputy General Manager (RE Projects & Procurement), 7th Floor, CEB, Colombo 02
• The document will be sent by courier for overseas delivery for an additional fee of Rs. 5,000 or US$50. No liability will be accepted for loss or late delivery.

7. Bids must be delivered to the address below on or before 10:00 hours on 30 January 2008. Bids must be accompanied by a Bid Security of Rs.30,000.

Late Bids shall be rejected. Bids will be opened in the presence of the Bidders' or their authorized representatives who choose to attend at the Bid Opening at the address below immediately after 10:00 hours on Wednesday 30 January 2008.

8. The Ceylon Electricity Board will not be responsible for any costs or expenses incurred by Bidders in connection with the preparation and delivery of Bids.

9. In the comparison of Bids, ADB's Domestic Preference Scheme will not apply.
