1.    The Government of Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of the Technical Education Development Project (TEDP) and it is intended that part of the proceeds of this loan will be applied to eligible payments under the contract, for which this Invitations for Bids is issued.

2.    The Chairman, Ministry Procurement Committee, Ministry of Vocational and Technical Training, now invites sealed bids from eligible bidders for the following:

Supply, Delivery, Installation, Commissioning, Training and Maintenance of Digital Imaging and Printing Technology Training Equipment and Tools such as Pre Press Equipment, Press & Finishing Equipment, Print Simulators, Pre Press Testing Equipment, Press Testing Equipment, Ink Testing Equipment, Paper Testing Equipment and General Tools.

This equipment will be used to conduct the diploma level training programs at the College of Technology, Maradana.

3.    International Competitive Bidding will be conducted in accordance with ADB's Single-Stage: One-Envelope Bidding Procedure .

4.    Interested eligible bidders may obtain further information on the bid and inspect the Bidding Document on any working day between 09:00 hrs and 15:00 hrs at the address given below. The Bidding Document will also be available at the website http://www.tedpsl.org for inspection purposes only. Bidders who downloaded the Bidding Document from the website, shall not be eligible for bidding.

5.    To purchase the Bidding Document in English, bidders should:

• submit a written request to the address below;
• on any working days between 09:00 hrs. and 15:00 hrs. from 7 October 2008 to 19 November 2008;
• pay a non-refundable fee of SLR 3,000 in cash for Sri Lankan bidders, or US 50 or equivalent amount in SLR (inclusive of courier charges), by demand draft for foreign bidders.

6.    There will be a pre-bid meeting on 28 October 2008, at 11:00 hrs at the address given above.

7.    Bids must be delivered to:

• the address given above;
• on or before 14:00 hrs on 20 November 2008. Late bids will be rejected.

8.    All bids must be accompanied by a bid security of US $ 15,000 or equivalent amount in the currency of the bid and must be delivered in accordance with the Bidding Document.

Bids will be opened immediately after the deadline on 20 November in the presence of bidders representatives who chose to attend at the address indicated above.

9.    Ministry of Vocational and Technical Training or Technical Education Development Project will not be responsible for any costs or expenses incurred by bidders in connection with the preparation or delivery of bids.
