1.    Democratic Socialist Republic of Sri Lanka has received a loan from the Asian Development Bank (ADB) towards the cost of Secondary Towns and Rural Community Based Water Supply & Sanitation Project and it is intended that part of the proceeds of this loan will be applied to eligible payments under the Contract for Head Works, Raw Water Pumps, Raw Water Transmission Main, Treatment Plant, Sludge Treatment and Treated Water Pumps on a Plant and Design-Build basis for Muttur, Sri Lanka.

2.    Chairman, Cabinet Appointed Procurement Committee on behalf of the National Water Supply and Drainage Board (Executing Agency) invites sealed bids from eligible bidders for design-build and completion of the works, for:

New Water Supply System in Muttur, Sri Lanka comprising works associated with Head Works (Raw Water Intake & pumps), Raw Water Transmission Main (12.5 k.m. approximately) and Treatment Plant (8,500 cum/day).

3.    International Competitive Bidding will be conducted in accordance with ADB's Two-Stage: Two-Envelope Bidding Procedures . Bidding is open to bidders from eligible source countries of ADB. Bidders are to submit simultaneously two sealed envelopes, one containing the Technical Proposal which should also include post qualification questionnaire duly filled and the other envelope containing the Price Proposal. There will be no-prequalification of bidders and instead a post-qualification will be carried out along with the evaluation of the Technical Proposal. Post qualification criteria are given under Section 3 of Volume I of the Bidding Document which can be examined at the address of the Project Director at the address indicated below free of charge. They can also be obtained via email to strcbwss@sltnet.lk.

4.   Initially, only the Technical Proposals will be opened. Technical Proposals which are submitted by non-qualified bidders or which are not substantially responsive will be rejected. The substantially responsive Technical Proposals which have been submitted by qualified bidders will be discussed with the bidders and bidders will be requested to adjust their proposals to reflect the changes and amendments requested by the Employer, if any. The bidders will be further requested to submit a supplementary price proposal which contains the changes in price, if any, resulting from the discussed changes in Technical Proposals. The original Price Proposals and the supplementary Price Proposals and Technical Proposals will be opened simultaneously in public.

6.    To purchase the Bidding Document, bidders should:

  • submission of a written application on the applicant's letterhead to the following address from 9:30 - 12:30 and 1:30 to 3:30 (local time) on working days:

  • pay a non-refundable fee of Rs.16,000 or US$ 150 and the relevant Value Added Tax of 15% in the form of cash in SL Rupees or Demand Draft or by Banker's certified cheque, countersigned by a Bank operating in Sri Lanka.
  • For firms requesting the Bidding Document to be sent by courier service shall make pre-paid arrangements with a reputed courier service to collect and dispatch the documents to them. In such a case, the firm requesting the Bid Documents shall provide its courier service with a letter authorizing to collect the Bid Documents. Under no circumstance will NWS&DB be held responsible for late delivery or loss of the documents so sent to the applicant.

Prior to the purchase of the Bidding Document, interested bidders are advised to study the eligibility criteria given under the Bidding Document and in the post qualification forms, available at the address of the Project Director at the address indicated above.

7.    A Site Inspection will be held on 4 July 2008 at Muttur followed by a Pre-bid meeting on 7 July 2008 in Colombo.

9.    All bids must be accompanied by a bid security of US$ 103,000 or an equivalent amount in a freely convertible currency.

The Technical Proposals will be opened immediately thereafter in the presence of bidders or their authorised representatives who choose to attend. After approval of the Technical Proposals by the Cabinet Appointed Procurement Committee and ADB, the Price Proposals and supplementary Technical Proposals, if provided, will be opened in the presence of the bidders or their authorised representatives at the above address.

10.    In the comparison of bids, ADB's Domestic Preference Scheme (including eligible Joint Ventures of foreign contractors and domestic contractors from the Employer's country) will be applied in accordance with the provisions stipulated in the Bidding Document.
