Loan 2371-SRI (SF)/G0091-SRI: Education for Knowledge Society Project

The Democratic Socialist Republic of Sri Lanka has received a loan and grant from the Asian Development Bank (ADB) towards the cost of the Education for Knowledge Society Project.

The Project is expected to increase the relevance of secondary and tertiary education to labor market requirements, leading to increased employability of educated youth. ADB is financing the loan of $65 million and the grant of $15 million from its Special Funds resources while the Government of Sri Lanka is investing $25 million. Project outputs include:

1. Increased equity of access to education;
2. Enhanced quality and relevance of education;
3. Improved HIV/AIDS and health education; and
4. Improved policy, governance, and service delivery.

Proceeds of the loan and grant are intended to be used for the following:

1. Procurement of civil works (mostly refurbishment works); office and school furniture; equipment (information communication technology [ICT] and other technical subject tools and equipment); vehicles, and instructional and information campaign materials;
2. Recruitment of consulting firms to carry out specific terms of reference for (i) the National Institute of Education (NIE), National Education Testing Services (NETS), and Centre for Education Leadership Development (CELD); and (ii) Centre for Excellence in English Education (CEEE) and Sri Lanka Institute of Advanced Technological Education (SLIATE);
3. Recruitment of individual consultants in the areas of ICT applications, management information systems, career guidance, social marketing, gender and social development, HIV/AIDS health education, and others as may be required.
4. All goods and services to be financed from ADB loan and grant proceeds will be carried out in accordance with latest version of ADB's Guidelines for Procurement and on the ADB's Guidelines on the Use of Consultants .
