Loan 2114: Regional Customs Modernization and Infrastructure Development Project
The Republic of Tajikistan received a loan from Asian Development Bank (ADB) to help finance the cost of the Regional Customs Modernization and Infrastructure Development Project.
The Project will improve the efficiency and transparency of customs services, and reinforce the ongoing customs legal reforms and simplification of customs procedures; and facilitate trade and promote regional customs cooperation through concerted customs reforms and modernization in the East and Central Asia.
Procurement for the Project to be financed by ADB will be carried out in accordance with ADB's Procurement Guidelines as amended from time to time. The proceeds of the loan are intended to be used for the procurement of the following:
Through international competitive bidding:
- Provision of a Unified Automated Information System (UAIS) comprising
- Import and Export Processing System
- Operations support management system (valuation, duty payment, fees and billing, etc)
- Warehouse Control System
- Certificate and License Control System
- Risk management and intelligence system
- Post clearance audit
- Statistical analysis and reporting system;
- Provision of IT infrastructure, including data center, disaster recovery center, servers, storage system, peripherals, network, network equipment and systems software
- Provision of technical training in Systems Administration, Network Administration, Database Administration, Application Development and Quality Assurance and Security
- Provision of training in supporting services, such as, helpdesk, accounts administration, training, backup and recovery, facility management, capacity planning and monitoring, security vulnerability scanning, testing, documentation
Customs Service under Republic of Tajikistan will be Executing Agency responsible for overall implementation of the project.
The first batch of bidding documents for the above items is expected to be available on or about 1 August 2007, subject to a nominal charge.
